The Raytheon Operations & Supply Chain (OSC) organization within the Radio Frequency Solutions (RFS) Sub-Strategic Business Unit (SSBU) is looking for a Program Operations Manager (POM) in support of the Surveillance and Tactical Radar Solutions (STaRS) portfolio. This position will partner with a cross-functional program team and the applicable manufacturing sites (factories) to develop and execute a manufacturing strategy that supports business objectives and drives cost, schedule, and technical performance This position is an onsite role and can be located in either McKinney, TX or Forest, MS. What you will do + Partner with program and business leadership to shape, develop and execute the strategies and objectives of the product line to achieve the cost, quality and schedule goals + Drive front end of the business activities including capital strategy & execution and manufacturing strategy (make/buy/where) + Work with program and factory teams to establish accurate Bill of Material (BOM) and executable build plan + Establish an executable manufacturing plan and manage operations specific risks and opportunities + Coordinate & develop operations requirements for all gate reviews & execute proposed strategies from early gate reviews for effective implementation in future production + Lead and collaborate with cross functional teams to drive cost, schedule, technical performance + Own program On Time Delivery and development of recovery strategies as required + Interface daily with factory and program management to communicate operations status, issues/help needed, risks and opportunities + Collaborate cross-functionally across multiple internal functional within RTX to track TAT (Turnaround Time) and repair inductions + Prepare & present information for Monthly Management Reviews, summarizing program status & any on-going production issues + Maintain collaborative and responsive relationships within the product line and with functional support organizations + Manage operations proposal activities including Basis of Estimate (BOE) generation and ensure costs & challenges are understood by operations/factory leadership + Provide functional oversight and professional development for team members Qualifications You Must Have + Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience OR an Advanced Degree in a related field and minimum 7 years experience. + Experience in Operations, Manufacturing, Engineering and/or Program / Project Management + Experience with manufacturing / shop floor execution + Experience with Risk & Opportunity management, Estimate at Complete (EAC), Control Account Manager (CAM) and/or Earned Value (EV). + The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Qualifications We Prefer + Experience with all phases of Product Life Cycle from Production Front End of the Business through Sustainment/Depot. + Active DoD clearance + Knowledge of manufacturing processes across product life cycle, especially sustainment / depot + Experience with enterprise resource planning systems (ERPs): APEX, iMRO, CRS, SAP, Kinaxis, PRISM/CMES and/or PROP + Experience with Make/Buy/Where process, Capital Planning, Cost Reduction Strategy, Gate Reviews & Constraints Management + Proposal experience with knowledge of cost estimating and TINA proposal process + Existing Program Management Certification (PML5) or ability to obtain within 12 months of hire + Raytheon Earned Value Certification or equivalent or must obtain within 6 months of hire + CORE/Six Sigma and continuous improvement experience + Strong business acumen with budget and schedule responsibility Qualifications We Value + Master’s Degree in the following Majors: Business Administration, Computer Science/Engineering, Electrical Engineering, Mechanical Engineering, Process/Industrial Engineering, Systems Engineering, Environmental Engineering or Environmental Science + Experience managing and supporting supplier product, process, and changes. + Working knowledge of the STAMP tool and the SHARP database, or similar processes and tools What We Offer Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range provided is a good faith estimate representative of all experience levels.
