Job Description

The Iowa Department of Human Services is currently seeking to hire a Program Planner 3 who will be responsible for leading the program planning and evaluation work related to quality assurance and training processes within the Agency's Targeted Case Management (TCM) unit. Under the general supervision of the Bureau Chief for Community Integration, this position will be responsible for assuring that policies and procedures meet all relevant regulatory standards and are implemented in a uniform manner on a statewide basis.
Responsibilities:
The Program Planner 3 is a full-time opportunity, Monday-Friday with typical hours being from 8am-4:30pm. Flexibility to work variable hours. This position researches and analyzes Chapter 24 accreditation standards, Federal Medicaid rules, regulations, administrative rules, and state policies and procedures for assigned program areas, including Targeted Case Management, Case Reviews, and waiver programs; identifies opportunities to improve the delivery of services while following established policies; prepares applications and work plans needed to secure and maintain Medicaid vendor status; and makes recommendations for needed change based on case reviews. This position functions as a Case Management program specialist developing and recommending training for new and current employees, ensuring policy and practice resources are current, and providing data based measures for measurement of staff performance. This position plays a key role in advocating for the needs of individuals served by the unit by engaging the Advisory Board, unit leadership, providers, and other stakeholders involved in the HCBS system and by a promoting person-centered approach.
The ideal candidate will have:
• Knowledge of Medicaid home and community-based services
• Knowledge of case management standards, community integration methods and the targeted populations served
• Strong written and oral communication, training and development skills
• Experience prioritizing work and working under pressure
• Excellent judgement and critical thinking skills
Requirements:
This position requires a valid driver's license and some travel to offices across the state. A hybrid office/telework arrangement is available. Travel to Des Moines is also expected as needed for meetings. Mileage is paid at $0.05/mile travelled according the Department of Administrative Services (DAS) State Accounting Enterprise (SAE) procedures.
Geographical Information:
The position may be domiciled in any one of these locations: Cherokee, Mason City, Rockwell
City, Sioux City, Des Moines, Council Bluffs, Pella, Independence, Dubuque, Davenport, Burlington.

Applicant must also possess 1 year experience in delivery in one or in a combination of the following areas of human services: • Chronic mental illness • Developmental disabilities • Intellectual disabilities OR Applicant must have Iowa license to practice as a registered nurse AND the equivalent of 3 years nursing or human services experience.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a, b, and c):
a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Graduation from an accredited school of law.
4) Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
