Position Summary:
The Management Quality Deputy Director will be responsible for overall financial, budgeting, supply chain, and operational functions for a large-scale program aimed at strengthening the national HIV care and treatment program in Sierra Leone. This role ensures the program operates efficiently, complies with donor and organizational policies, and achieves its objectives through effective resource management and coordination.
Key Responsibilities:
The Management Quality Deputy Director (MQ/DD) will be responsible for compliance oversight of the project and any related sub-agreements. S/he interprets USG and other donor regulations for the project’s management staff. The MQ/DD also assists with trainings on compliance, performs internal control assessments, conducts financial reviews and follow-up of recommendations, and identifies training needs, and develops country-specific curriculum to address the needs. S/he sources, supervises and mentors project Finance and Compliance staff. S/he develops and implements strategies to prevent or reduce compliance-related liabilities in project. The position reports directly to the CDC Project Director and has internal working relationships with the Operation/ Support Services lead at World Vision Sierra Leone. S/he is part of the project program team and functions as an important member of the Project Senior Management Team.
Grants and Contract Management
Serve as principle point of contact on grant management and compliance issues with the treatment facilities. Work with World Vision/Sierra Leone Finance, Regional Finance and Compliance Staff,and country coordinating teams to develop and coordinate grant management capacity building trainings at supported sites. Attend meetings/trainings related to grant reporting and compliance organized by World Vision. Disseminate strategies and training/learning materials by Regional Finance and Compliance staff. Improve field staff capacity to comply with regulations. Develop and deliver training curricula on compliance issues as required. Support the HSS and Sustainability coordinator in ensuring that supported NACP learned from World Vision experience in supporting District Health Management Teams (DHMTs) and health facilities to sustain the achieved gain. Support the Project Director with project close out Oversee the preparation, review, and submission of financial and performance reports to donors. Monitor sub-grantee performance, ensuring alignment with program goals and adherence to contractual requirements. Develop and maintain systems for tracking grant activities, deliverables, and budgets.
Supply Chain Management
Oversee supply chain operations, including procurement, warehousing, and distribution of medical supplies and equipment. Ensure timely delivery of resources to project sites while maintaining cost-effectiveness and quality assurance. Collaborate with technical and program teams to forecast supply chain needs based on program activities. Monitor supply chain performance, address bottlenecks, and optimize processes.
Financial Oversight
Manage program budgets, ensuring alignment with donor requirements and organizational policies. Monitor expenditures and provide financial projections to ensure cost control and effective resource allocation. Support the Finance Manager in preparing audit-ready financial reports. Ensure risk management practices are in place, including compliance with anti-fraud policies. Train NACP and DHMTs and project staffs on budgeting. Provide technical support to NACP and DHMTs to finalize annual budgets of their supported Health Facilities. Ensure the integrity of project financial reporting and the effective control of financial assets. Regularly monitor and assess project’s ability to accurately record and post all financial transactions. Provide analysis and recommendations to the Project Team. Develop and deliver training curricula on finance issues as required.
Operations and Administration
Provide leadership in operational planning, ensuring alignment with program goals. Oversee administrative functions, including HR, IT, and logistics, to support program implementation. Manage relationships with vendors, contractors, and service providers to ensure high-quality services. Identify and mitigate operational risks, ensuring business continuity and efficiency.
Capacity Building and Team Management
Provide training and mentorship to staff and partners on grants management, financial oversight, and compliance. Supervise a team of operations, finance, and supply chain staff, fostering a collaborative and high-performing work environment. Build the capacity of local organizations to manage program resources effectively.
Stakeholder Coordination
Work closely with the Chief of Party to ensure seamless coordination between programmatic and operational functions. Represent the program in meetings with donors, government agencies, and partners as needed. Facilitate communication and collaboration between technical teams and operational units.
Internal Control Assessments
Participate in project’s Internal Control and Monitoring assessments as required. As required visit the NACP, DHMTs and the health facilities. Prepare Visit’s Reports on internal controls, procurement, human resource management, asset management, and budget utilization. Prepare working papers to document work carried out during site visits. Ensure that files are organized, legible, and logically developed to document the management, accounting and logistics systems, the assessment of those systems, the tests developed and conducted to evaluate those systems, and the tests of reporting accuracy. Give opinion on adequacy of internal controls, compliance with applicable laws and regulations, compliance with World Vision/USG policies and procedures.
Qualifications:
Advanced degree in business administration, finance, supply chain management, or a related field.Minimum of 8-10 years of experience in program management roles, including grants and supply chain management in donor-funded programs.Proven expertise in financial management, with experience in managing budgets over $5 million.Familiarity with CDC, PEPFAR, or USAID regulations and reporting requirements.Strong leadership skills with the ability to manage multidisciplinary teams.Demonstrated ability to build capacity within local organizations.Excellent analytical, problem-solving, and decision-making skills.Proficiency in financial management software and supply chain tools.Key Competencies:
