Duties Description The Department receives federal grant funds from the Title I, Part D grant through the New York State Education Department (NYSED) to provide supplemental academic and vocational services to 21-years-old or younger incarcerated individuals. The Title I Program Research Specialist 1 (PRS1) position is funded with Title I grant funds and reports to a Program Research Specialist 2.This position will be involved in all aspects of managing the Title I grant, including, but not limited to knowing the grant requirements and allowable costs, preparing the grant application for yearly submission, audit preparation, and data reporting. Data reporting includes statistical summaries, tables, and written narratives that are produced and distributed by the PRS1. Working knowledge of Excel is required. Experience using a statistical software package such as SPSS or STATA is strongly preferred. The following are additional duties that may be performed by the PRS1.• Become knowledgeable with the rules and allowable costs for applying for, administering, and managing the Title I, Part D grant.• Perform data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning.• Perform descriptive statistical analyses of data, using computer software.• Prepare tables, graphs, fact sheets, and written reports summarizing research results.• Prepare written technical reports containing the analysis and interpretation of study findings along with recommended courses of action based on study findings.• Assist with other grant management tasks and reporting related to the 21-year-old or younger incarcerated individual population.
Minimum Qualifications Eligible for transfer, reachable from the appropriate eligible list or meet the following qualifications. Minimum Open Competitive Qualifications for Advanced Placement: must have:PROGRAM RESEARCH SPECIALIST 1 (CRIMINAL JUSTICE)/ (SG-18 $65,001 - $82,656)Either 1. a bachelor's degree in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, data science, economics, econometrics, mathematics*, research methods, or statistics AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations related to criminal justice system topics including: crime, criminal justice trends, adult and youth case processing, incarceration and community supervision, risk assessment, sex offender management, recidivism, and impact of programming and treatment; Or 2. a master's degree or higher in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics*, research methods, or statistics AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations related to criminal justice system topics including: crime, criminal justice trends, adult and youth case processing, incarceration and community supervision, risk assessment, sex offender management, recidivism, and impact of programming and treatment.* Qualifying mathematics courses will include actuarial science, finance, and mathematics. PROGRAM RESEARCH SPECIALIST TRAINEE 1 (CRIMINAL JUSTICE)/NS (EQ to SG-14 $52,198 - $66,634)Minimum Open Competitive Qualifications: must have a bachelor's or higher degree in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, data science, economics, econometrics, mathematics*, research methods, or statistics. * Qualifying mathematics courses will include actuarial science, finance, and mathematics.Note: Appointments to this job title require a two-year traineeship that starts at the Trainee 1/SG-14, and advances, after one year of acceptable performance, to Trainee 2/SG-16. After one year of acceptable performance as a Trainee 2, employees advance to the Program Research Specialist 1 (Criminal Justice)/SG-18.Advanced Placement: At the agency's discretion, chosen candidates may be appointed to a higher level. Candidates must inform the agency of any additional qualifications at their interview. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive statues, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
