The primary purpose of this position is: To serve as a Program Specialist developing and effectively managing Air Force policy, programs and resources; and resolving Air Force issues for all Total Force technical training programs. Responsibilities Serves as a Program Specialist responsible for providing technical guidance and assisting the Division Chief by overseeing accessions, training requirements and resources, skills management, and retraining policy in the Division. Administers and manages the policy, planning, and execution of AF-level officer and enlisted recruiting, accessions, retraining, testing, publications, scrolling, and Sources of Commission (SOC) programs. Represents the Directorate with a variety of organizations in ensuring mission effectiveness across the A1PT portfolio. Establishes, develops and maintains effective working relationships with officials from various organizations including OSD, various Air Staff Secretariat organizations, other DoD components, Sister Services, other federal agencies, other HQ organizations, MAJCOMs, universities, leadership development institutions, contractors, and Directorate program officials and action officers. Represents the Air Force's Military Personnel Programs with a wide variety of internal and external officials. Consults with other Air Staff, Joint Staff, Office of the Secretary of Defense (OSD), other Services, Air Reserve Components, MAJCOMs, Air Force Personnel Center (AFPC) and field activities as appropriate. Advocates and explains the AF positions and gains support and cooperation in achieving AF goals and objectives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with policies, concepts, and procedures affecting Total Force recruiting, accession, training, reclassification and appointment functions. Working with the Planning Programming, Budgeting and Execution (PPBE) process to operate within the Corporate Structure, execute Congressional review procedures, and implement program tracking processes for program management oversight. Working with public law, DoD legislative and regulatory guidance regarding management of accession and training programs. Skill in anticipating changes and new developments in the technology or in the education field affecting specialty areas and program operations. Skill in managing and coordinating complex activities to control a variety of projects and actions that occur concurrently which are broad, comprehensive, and require various stages to complete. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of public law, DoD, and AF recruiting, accession, training, reclassification, appointment policies and procedures to include training media principles and development of AF training programs. Knowledge of Officer and Enlisted Accession, Training, Reclassification and Appointment program mechanisms to achieve AF goals and requirements. Knowledge of the AF Corporate Structure (AFCS) process; Planning Programming, Budgeting and Execution (PPBE) process and congressional review procedures. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and/or federal organizations that govern, interface with, and/or influence utilization of AF Accessions and Training programs/resources. Knowledge of the various educational multimedia formats, hardware and software configurations and development constraints, including computer-based instruction, AFRISS-TF, CD-ROM, OTA, RAPIDS, ABIDES, ADSS, IDECS, ITRR, J-Books, and other emerging technologies and computer skills in Power Point, Excel, Word, etc. Ability to work in a multifunctional environment involving management of several priorities and interaction with the highest executive and management levels of the Air Force, Secretariat and DoD. Ability to deal with others in situations that requires utmost tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
