PROGRAM SPECIALIST (VICTIM & WITNESS ASSISTANCE)

Summary You will serve as a Program Specialist (Victim & Witness Assistance) in the Office of the Special Trial Counsel (OSTC). Responsibilities You will serve as the Victim Witness Assistance (VWAP) subject matter expert and the VWAP Program Manager, responsible for monitoring and tracking VWAP compliance within each Office of Special Trial Counsel Region office. You will conduct required VWAP training for all newly reported attorneys and paralegals on victims’ rights and resources, governing laws and instructions, procedures, best practices, and required documents. You will support, assist, and prepare STCs and OSTC paralegals in conducting VWAP and substantive interviews; as-needed you will interview crime victims and witnesses or be called upon to perform all required services to some victims. You will act as the primary liaison between each OSTC office and crime victims, Victim’s Legal counsel, and witnesses regarding VWAP requirements, as well as assist with scheduling victims’ and witnesses’ appearance for court proceedings. You will conduct studies and data calls in support of the RSTC as it relates to all aspects of the VWAP program. You will work with others to ensure complete and timely communications are made with crime victims about all phases of the criminal investigation/stages of trial. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Providing training and supervision related to the implementation of Victim-Witness Assistance Program Policies and legislation (DOD, DON, or Civilian equivalent); 2) Serving as sole point of contact for the Regional Special Trial Counsel for tracking regional compliance with Victim-Witness Assistance Program requirement policies or legislation; and 3) Interacting directly with crime victims to explain the court-martial process, case timelines, and their rights under Victim-Witness Assistance Program policies and legislation.
