The Idaho Department of Health and Welfare's (IDHW) Division of Management Services (DMS) has an exciting opportunity for a proactiveProgram Supervisorto lead a Research & Analysis team fromBoise, Idaho. This position will play a critical role in protecting vulnerable adult and children populations in Idaho as a first line supervisor for Research & Analysis staff members in the Background Check Unit (BCU). This leader will be ensuring timeliness of criminal history background check processing, setting goals and expectations for their team members in support of IDHW missions, values, and goals, and engaging in positive relationships between BCU and its stakeholders. We are searching for individuals with exemplary leadership skills, a critical eye when reviewing text-heavy documents, a tenacity to problem-solve, willingness to communicate early and often with team members, eagerness to step in and complete both day-to-day, research and analysis tasks and special projects, and promote data-drive decision making.
This position is not eligible for telework.
The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

EXAMPLE OF DUTIES:
+ Hire, train, evaluate, and motivate staff.
+ Plan, coordinate, oversee, and participate in day-to-day operations.
+ Set and enforce daily, weekly, and monthly goals.
+ Manage email and voicemail traffic; manage secure data transmission into the background check system.
+ Approve time sheets and manage tardiness and absences of staff.
+ Establish and manage research and analysis expectations.
+ Substitute for research and analysis staff and their tasks.
+ Serve as a subject matter expert.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Some knowledge of management practices. Typically gained through one year of work experience that included all the essential elements of management (planning, organizing, leading and controlling) OR completion of two upper division college-level courses, or approximately 60 hours of management training, that included all the essential elements of management AND six months of work experience performing all management elements.
+ Experience developing procedures and/or monitoring a budget. Typically gained by at least one year of experience developing procedures and/or monitoring a budget which included allocating expenditures, reconciling accounts and making fund transfers, or supervising these functions.
+ Experience supervising staff. Typically requires at least one year of experience where you were responsible for interviewing and selecting staff, providing work direction and training, evaluating performance, and generating employer problem solving solutions. Include the length of time, number and level of staff supervised.
+ Experience providing liaison with customer/provider groups.Typically gained by at least one year of experience working with one or more community groups of adults or liaison with customers and/or provider groups in a leadership role to share information, coordinate efforts and/or achieve shared goals.
+ Experience interpreting federal or state regulations.Typically gained by at least one year experience reviewing information or documents for compliance with laws and regulations OR explaining to others how laws and regulations apply to specific situations.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Experience reading, interpreting, analyzing, and applying information from RAP sheets, state statutes and laws, and/or agency policies. Typically gained by at least two years of experience or equivalent education in law, law enforcement, policy, administration, or program research roles.
+ Experience multitasking with critical information or frequent interruptions. Typically gained by at least one year of experience or equivalent education in law enforcement, office support, help desk, customer support, or call center roles.
+ Experience providing written reports and communications with excellent writing quality. Typically gained by at least two years of experience or equivalent education in law, policy, administration, research, or technical writing roles.
+ Experience reviewing, analyzing, and editing the work of others. Typically gained by at least one year of experience or equivalent education in policy, administration, program research, office support, or technical writing roles.
