Program Support Specialist
Summary This position is located on USDA-Office of the Chief Financial Offer, National Finance Center Office of the Director, National Finance Center Office of the Deputy Director, Administrative Management Staff (AMS), Support Services Office (SSO), Facilities and Administrative Support Team (FAST) in New Orleans, LA. . The incumbent of this position serves as a Program Support Specialist providing a variety of administrative support services to the SSO supervisor and manager for projects. Responsibilities Serves as a government card holder for the payment of goods and services as approved by branch or staff office manager. Provides management support services by tracking and analyzing the progress of a program functions and projects. Provides support as liaison between the project managers in the coordination of programs and projects. Utilizes software (data base, spreadsheets, word processing, etc.) to generate reports and documents on programs and functions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-7 is required to be eligible for the GS-9.Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. GS-9: One year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Program Support Specialist: Such experience includes: utilizes computers and software products including Microsoft Office Suite (Excel, PowerPoint, Word); Collects data to perform analysis and to prepare reports and track work progress. Applies knowledge in records management of both paper and electronic files for retrieval and appropriate retention. Utilizes analytical techniques and processes to evaluate processes/programs, identify areas for improvement, and recommend corrective actions for a more effective end program. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may be substituted for specialized experience in the following: GS-09: Successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related that is directly related to the work of this position. This education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. (Transcripts are required at the time of application) Combination of Education and Experience may be substituted for experience in the following: GS-09: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 18 hours of graduate education is creditable towards meeting the requirement at the GS-09 grade level.) Transcripts are required at the time of application. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.Foreign education must be evaluated for U.S. equivalency in order to be considered for this position.
