Job Profile
The Programme Manager will ensure implementation of all field ministries at the Area Programme (AP) (s) level. This includes Sustainable Transformational Development ministry through Technical Projects, Community Engagement and Sponsorship Planning (CESP) Projects, Humanitarian Emergency Affairs (HEA) projects, Grant projects, Private Non Sponsorship Projects, Corporate partnerships, etc., are implemented in an integrated model, under the key ministry pillars of Sustainable Transformational Development, HEA and Advocacy, ensuring all activities remain true to World Vision (WV)’s Vision, Mission and Core Values.
Major Responsibilities
Manage the Development Programme Approach (DPA) with adequate community engagement and partners in all communities in identifying, adapting and implementation of Technical Projects.Manage overall monitoring of the AP(s) including Technical Programme (TP) implementation, community level planning, annual budgeting, annual review etc. at AP level.Implement the recommendations of Child Well Being (CWB) reports, evaluation reports, Ongoing TP analysis reports and any other quality improvement related recommendations.Build effective working relationships with various development partners including government departments and technical departments at district and divisional level. Network with external stakeholders (UN, INGOs, NGOs, Civil Society Organisations - CSO, Faith Based Organizations - FBO, etc.) and create space for collaboration and partnership toward improved well-being of children, especially the most vulnerable.Lead the process of Most Vulnerable Children (MVC) mapping, tracking and inclusion.Provide technical guidance and support to AP’s and other relevant projects to ensure respective programmes / projects and initiatives achieve outcomes/outputs to contribute towards WVL strategic objectives.Provide overall leadership to the AP team.Approve project expenditures and contracts according to the Levels of Authority Manual and proper management of annual budget.Timely submission of all monthly, Mid-year and Annual reports and other reports based on requirements including regular reports to NGO secretariat with quality assurance.Required qualifications, experience & competencies
Five (5) years of experience in a leadership position in programme management preferably in the INGO Context.Degree Qualification or Professional Qualification in International Development Studies, Community Development or any Social Science.Knowledge and experience in capacity building for local stakeholders/partners.Experience in programme implementation, community mobilization and participatory approach would be an advantage and experience of working with ethnic minorities is preferred.Conceptual understanding of and commitment to development work, especially child-focused, community-based development concepts, approaches and processes.Intermediate knowledge and understanding of key aspects of development work; including health, education, economic development, food security, cross-cutting themes (e.g. gender, protection, environment, disability), and integration of advocacy and disaster management in development programming.Demonstrated leadership skills, including leading, building, and supporting a team with diverse roles and capacities.Conceptual understanding and required competency in Design, Monitoring & Evaluation (DME) functions.Demonstrated ability to meet deadlines and work independently and cooperatively with team members in a cross-cultural environment.Well-developed written and oral communications skills in English, Tamil and Sinhala, especially report writing skills.Applicant Types Accepted:
