The Programmer will be required to work with Family Court and develop interfaces and programatic changes to support the requirements related to Family Court Child Support Processing and interfaces with the Division of Child Support Enforcement.
Complete Description:
The Division of Child Support Enforcement (DCSE) is implementing a new case management system purchased from another State. The system is predominantly off-the-shelf software with some customizations to meet the requirements of the State and Federal Child Support Regulations. The new system, like the legacy system, will interface at several points with the Family Court of the State of Delaware’s Case Management System, FAMIS. Much of the documentation and requirements are completed from the perspective of the Division of Child Support enforcement. However, the complimenting requirements from the Family Court are not developed and the Court must seek to enhance its systems simultaneous to the implementation of the Child Support System.
Additionally, components of the Family Court’s System are in need of improvements simultaneous to the construction of the interfaces. For example, improvements to the Child Support (Melson) Calculation might be required in order to satisfactorily transmit the obligee’s amounts to the Division. This position should look to develop business and functional requirements of the interface and FAMIS Support processing in conjunction with various Family Court Staff. Participation on the DCSE project may be necessary as well.
Specifically, this position should look at the following components:
1. Interfaces received from the Division of Child Support Enforcement
2. Subsequent case initiation – i.e. case acceptance from DCSE
3. Interfaces sent to the Division of Child Support Enforcement
4. Create data elements for the transmittal of orders to the Division
5. Scheduling and transmittal of scheduling information to the division
Years of Relevant Experience: 8 plus years
Preferred Education: 4 year college degree or equivalent technical study with advanced study preferred.
Role Description:

•This is a professional level non-supervisory position which may require coordination of programming activities being conducted by the team
•Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing.
•Works with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements.
•Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.
Prior experience is desired in:
-Development in a NATURAL/ADABAS environment
-Program implementation/modification including problem solving definition, system analysis, design,and implementation in a multi-user environment
-Experience in creating and/or modifying financial and case management rpts or programs by using acceptable accounting procedures and practices
-Experience in using report writing packages or tools (Focus, Crystal Reports) desired.
-Experience using one of the higher level programming languages with experience in the following programming language a plus: SQL, PL/SQL, Adabas/Natural, C#, Visual Basic, ASP.NET, QBasic, Sharepoint
-Experience using database related processing and access methods.
