Description
The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is composed of three technical bureaus which are Application Services, Customer Success and Productivity, and Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. Most processes in the organization are dependent on technology to function; there is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. The Chief Information Officer and the Assistant Director work together to set technology policy direction for the enterprise and establish a supportive, respectful, and inclusive culture in the department. They, together with the three Technology Managers, lead departmental staff in identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs, while setting and enforcing organizational standards and policies.
The Geographic Information Systems (GIS) Team under Information Technology manages, supports and provides training for the City of Norfolk’s GIS. The team works with internal and external customers/users to provide an informative and easy to use GIS platform for all skill levels.
Department Hiring Salary Range: $68,675 – $78,976.25
Essential Functions
Perform professional systems analysis development and/or maintenance work of City Geographic Information System (GIS).
+ Identify, manage, and provide enterprise-wide GIS business solutions
+ Review GIS contracts and agreements
+ Creates Standard Operating Procedures for GIS users and software
+ Manage GIS users and functions
+ Review hardware and software requirements and functions in an ESRI ArcGIS Enterprise environment
+ Provide technical GIS support for internal organization as well as external customers
Administrative:
+ Analyze and document user functions pertaining to GIS
+ Oversee, create, document, and implement user roles
+ Preform analysis on system and user usage of GIS applications internally and externally
+ Ability to prepare and write system specifications and requirements, system, operational, and customer documentation, business correspondence by mail and e-mail, training manuals, and document program code in clear and concise English is required.
+ Ensure department project methodology is adhering to and is synchronized with business requirements
+ Ability to prepare, to present, and to listen to presentations is required.
Analysis and Maintenance:
+ Analyze, design, and maintain geographic information systems (GIS)
+ Recommend, oversee installs, and support application software and hardware
+ Performs problem analysis and resolution, designing, implementing, testing, debugging, and maintaining GIS end user environments
+ Evaluate new technology applications and propose new solutions.
Requirements Gathering, Design:
+ Determine client's requirements by learning the client's current processes, documenting the requirements, writing system and program specifications, and obtaining approvals.
+ Develop specifications, diagrams, and flowcharts, and system documentation.
+ Use structured analysis to ensure the solution is efficient, cost-effective and financially feasible.
+ Creates application logos, icons, user interface, and supporting graphics.
Support:
+ Provides support to customers by conducting analysis of business processes, customer's relations, training, and preparing reports and presentations.
+ Maintain, monitor, and resolve issues related to user environments and GIS applications
+ Provide both formal and informal staff training to enhance the available technical in-house expertise
Project Management:
+ Collaborate with manager and team supervisor to develop a project plan that details work breakdown structures, critical paths, and milestones.

Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent in Geographic Information Systems (GIS), ESRI ArcGIS, or related area of study
Bachelor’s degree required, Master’s degree preferred
GIS Professional Certification (GISP) preferred
Five years' experience as a Programmer Analyst
Additional Information & Requirements
Work Location: 800 E. City Hall Ave , Norfolk, VA 23510
Work Hours: Monday – Friday 8:00AM-5:00PM
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
