Project Analyst - International
**Responsibilities** Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE). This role provides program management support to the International Cooperative Programs Office in the DHS Science and Technology Directorate. In this capacity, the Program Analyst will work as part of a multidisciplinary team of high-performance professionals tackling the client's most vexing technical and technological challenges, and developing solutions to meet the next homeland security threats. Responsibilities and duties may include but are not limited to: + Assist in international engagement project planning and control, including tracking technical and fiscal performance, schedules, and government assigned action items; preparing project plans and milestones; status reports; and monitoring progress against milestones + Provide input and assistance in preparing international project briefs, composing project reports and documents + Developing technical and programmatic status reports, PowerPoint briefings, and read-ahead materials + Create and maintain records of project activities; independently or under minimal guidance identify, collect, distill, organize, and maintain files of all program documents; capturing best practices and lessons learned so documents can be transitioned efficiently within the office + Maintaining organized and logical files for all necessary program documentation + Manage communication with multiple stakeholders across DHS and with foreign partners, maintaining awareness of relevant compliance, disclosure, and agreement requirements + Coordinate and track progress of funding actions, obtain funds status, and be capable of monitoring expenditures + Assist with office process management, providing analyses to support development of ICPO and agency policies, processes, and implementation plans, and support office-wide knowledge management + Executive and administrative support in coordinating, organizing, and scheduling meetings, conference rooms, conference calls, and take meetings notes and attendance; coordinate program level taskings to the program offices which may include congressional responses and program data calls + Provide support for foreign travel and visitors, including arranging travel authorizations, support S&T’s Foreign Travel Request process, and assist with foreign national visitor access + Being conversant in details for discussion, both verbal and written, on ICPO programs and S&T international policies + Assisting the customer by supporting the development of constructive relationships with program stakeholders across the Federal government, to include within DHS and outside of DHS + Performing quality assurance The role may require international travel and occasional meetings outside of 9am - 5pm ET. **This position requires staff to be willing and able to work in-person at the DHS S&T client site in Washington, DC and at additional locations in the National Capital Region, as needed in accordance with the requirements of the contract, up to five (5) days per week. By applying for this position, you acknowledge that working onsite is a requirement of this position and you will be readily available to do so, as required, within 90 days of beginning work on this program.** **Required Qualifications** + BS and 3 years of relevant experience + Minimum of Secret clearance, or eligibility to receive a Secret clearance. + Eligibility to obtain DHS Suitability **Desired Qualifications** + Experience in international and security programs is preferable. + Experience developing research and development and acquisition life-cycle requirements and documentation. + Demonstrated experience in program management. + Ability to manage multiple priorities and competing tasks; Ability to independently set and maintain timelines. + Strong attention to detail with experience providing peer quality reviews and maintaining consistency in documentation. + Experience communicating across disciplines and with a variety of audiences, including internationally. + Experience providing consistent and clear communication with program managers and leadership. + Demonstrated strong, clear writing skills, targeting both technical and non-technical audiences. + Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, and ICE). + Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).Candidates with an existing Secret, Top Secret, or TS/SCI clearance and DHS Suitability are strongly preferred. **Overview** Noblis (http://www.noblis.org/) and our wholly owned subsidiaries, Noblis ESI , and Noblis MSD tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
