Project Analyst Journeyman

We are currently seeking a Project Analyst Journeyman to support our Patuxent River, MD customer.  The Program Management Analyst will support the Software and Avionics Test (SWAT) Level 2 Leads for the PMA-276 SWAT IPT.  The position will support the SWAT IPT leads in the organization, management, and execution of tasks within the Software and Avionics test IPT.  The SWAT IPT includes the (a) Software IPT, (b) Avionics Test Facility (ATF), and (c) Mission Planning teams.  The SWAT IPT supports the software development execution of the ECPs under the (a) Avionics, (b) Sensors and Weapons, and (c) Air Vehicle IPTs, ensuring the proper software planning, management, and processes are being accomplished.  Additionally, the SWAT IPT ensures proper management of all testing activities within the ATF; as well as, ensuring alignment across all stakeholders.

Functional Description: Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.  Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. 

Duties: Tasks will include, but are not limited to the following:

Use the AMS suite (Common Spend Plan Tool (CSPT), Program Management Tool (PMT), CDRL Tool), Program Budget documents, and other data visualization tools to conduct program level analysis, execution feasibility, and risk identification. Ability to tie SPIDS to PIDS and coordinate for Procurement documentation generation. Develop and maintain team Action Item Tracker to track and manage workload and priorities within the SWAT team. Manage the weekly/biweekly reviews of all topics and coordinate with all stakeholders. Provide omni-directional communication between H-1 Program Managers (PM), Budget Financial Managers (BFM) and SWAT internal team based on conducted financial analysis. Maintain program level, financial status knowledge to assist BFMs and Program Managers during the planning and execution phases. Coordinate with BFMs and PMs during Department of Navy (DON), Office of the Secretary of Defense (OSD), and President’s Budget (PB) budget review cycles Assist IPT in preparation of charts and input for briefings in support of weekly spend plan reviews, monthly financial reviews, software planning and execution, program briefs and various other program briefings/drills. Utilize Excel, Project, PowerPoint or other data visualization tools to provide updates to the IPT as needed Assist with building/updating program schedules. Utilization of Microsoft spreadsheets and Project Assist with building/updating program briefs Attend various meetings to include IPT meetings, Spend Plan Reviews, Contract Status Meetings, BFM/Contracts review, Common Spend Plan Tool Stakeholder meetings, Software Planning and Execution and other meetings as necessary Provides support with a variety of management activities, corporate initiatives, special projects, and data calls, which could have significant impact on the organization.

 

Required Education: BS or BA degree in a business, management or relevant technical discipline. Allowable Substitutions - AS or AA degree plus two (2) years additional work experience performing duties described in the functional description may be substituted for a Bachelor’s Degree.

Four (4) years additional work experience performing duties described in the functional description may be substituted for a Bachelor’s Degree.

Required Experience: Must have three (3) to ten (10) years of experience performing duties described in the functional description.   

Desired Experience:  Experience with or an understanding of the Agile S/W development process, software project analyst experience.  Experience in program/project status tracking and schedules. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements Lists, and DD 254.  Experience with CSPT, PMT, and CDRL Tools required. 

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
