Project Assistant
Project Overview and Role:
One of the critical health reforms specified in the UHC Law is the establishment of an integrated network of providers and facilities, particularly, the Primary Care Provider Network (PCPN) and the wider in scope, the Health Care Provider Network (HCPN). Establishment of the PCPN also necessitates supporting the implementation of PhilHealth’s Konsulta Benefit Package, which is key in achieving the goals of the UHC Law - ensuring that all Filipinos have access to a comprehensive set of quality comprehensive health services without causing financial hardship and prioritizes the needs of the population who cannot afford such services.
ProtectHealth’s technical assistance for Davao City seeks to demonstrate an integrated management, delivery, and financing of PhilHealth Konsulta benefit package within the catchment area of a health district in Davao City. Specifically, it aims to addresses bottlenecks in Konsulta benefit delivery – registration, initial encounter, claims processing, and capitation payment, which is intended to: (1) improve access to primary care services in the demo site; and (2) generate evidence and lessons to inform city-wide scaling up of primary care integration.
Recognizing that Konsulta demonstration would require close collaboration and coordination between partners for UHC implementation, namely Center for Health Development Region XI (CHD XI), PHILHEALTH Office for Region XI (PRO XI), Davao City Health Office (CHO), Agdao District Health Office (DHO), among others, ProtectHealth seeks to engage a qualified individual to assist the Health Systems Specialist and his Program Associate in assisting the Agdao District Health Officer finalize implementation, monitoring, and evaluation plan and implement initial activities for the demonstration study.
Proposed Tasks and Working Arrangements between the ProtectHealth staff and the Consultant

Provide technical oversight to the overall the demonstration of Konsulta benefit delivery implementation in Davao City in collaboration with Davao City Health Office and other partners.
Define the scope of work for the contracted program assistant.
Provide orientation to the contracted program assistant.
Provide available and relevant information and other reference materials that will guide the project assistant develop the expected outputs.
Check for the quality of and approve for payment the deliverables as defined in the SOW and contract.
Designate a technical person who will coordinate with the individual in the implementation of the SOW and the submission of the technical deliverables.
Primary Duties and Responsibilities:
Solicit inputs and relevant documents relevant to finalization of Agdao Konsulta Benefit Package demonstration implementation, monitoring, and evaluation plan from CHD XI, PRO XI, Davao CHO, Agdao DHO, USAID’s ProtectHealth and ReachHealth, while working closely with CHD XI DMO for Davao City, and produce documentation of inputs and recommendations from partners.
Assist Agdao DHO in finalizing of the Konsulta Benefit Package demonstration implementation, monitoring, and evaluation plan.
Under supervision of the Health Systems Specialist, work closely with Agdao DHO to implement initial activities in the implementation plan and document activities in the form of minutes, documentation, program of activities, notes on the discussions, outcomes, among others
Provide progress report to Health Systems Specialist and endorse documents filed during the contract.
Present and submit deliverables or milestones according to the timeline with corresponding payment tranche

Required Qualifications:
Relevant higher education from an accredited institution, preferably relevant to public health. Desirable: Relevant master's degree.
At least 5 years of progressively responsible experience in the health program or project management.
Desirable: Experience in an international environment or institution. Relevant experience in USAID projects or other development partner institutions.
