Project Assistant for Bataan
Project Overview and Role:
USAID’s ProtectHealth, formally known as the Health Equity and Financial Protection Platform, is a five-year (2019-2024) United States Agency for International Development (USAID) health financing policy project implemented by Palladium. USAID's ProtectHealth supports the Government of the Philippines (GPH)’s implementation of the Universal Health Care (UHC) Act by addressing health financing policy bottlenecks.
Under Workstream 5, ProtectHealth provides support to five USG-assisted UHC implementation sites (UIS) including Bataan, to achieve local health systems integration as part of the UHC reforms. ProtectHealth’s Technical support to Bataan falls under the three areas of support, which corresponds to the first three blocks of the DOH Local Health System -Maturity Level (LHS-ML):
Foster cooperative governance through city-wide and province-wide integrated local health system, consistent with the legal requirements of the Local Government Code of 1991 and the UHC Act of 2019.
Improve strategic and investment planning for the city-wide and province-wide integrated local health system exemplified at the service delivery level by the establishment of Primary Care Provider Network (PCPN) and Health Care Provider Network (HCPN).
Strengthen financial management of the integrated local health system (Financial Management (Fin1)) through establishment and management of the Special Health Fund in accordance with established legislation, national policies, and implementation guidelines.
USAID’s ProtectHealth incorporates inputs on these three blocks as it assists the province of Bataan in the progressive implementation of Universal Health Care through the provision of technical assistance in the design, execution, and management of the province’s pilot UHC implementation and scale-up plan.
ProtecthHealth Philippines is seeking qualified candidates for short-term consultancy position of Project Assistant. The project assistant consultant will support the implementation and monitoring of the project by documenting meetings, workshops, and other site activities; and collecting and organizing data from relevant institutions, as determined by the agreements between USAID’s ProtectHealth and the local government units.
Primary Duties and Responsibilities:
Consultant, Project Assistant:
Solicit data, reports, and documents relevant to pilot UHC implementation and scale-up.
Assist the HSS Program Associate in organizing and analyzing obtained data.
Provide documentation of site activities conducted by the project.
Prepare internal administrative documents relevant to the provision of technical assistance to the partner UIS.
Provide progress report to the designated HSS Program Associate and endorse documents filed during the contract.
Present and submit deliverables or milestones according to the timeline with corresponding payment tranche
