JOB SUMMARY:
The Project/Change Manager will lead project & change management for a US Government Contracts transformation project. This project will deliver the changes needed across people, policy, process, and systems required to successfully compete for and implement USG contracts in line with our INGO peers and corporate competitors. In order to be truly competitive in this space CARE needs to support our COs to have the capacity and capability to deliver this complex funding mechanism. This requires change at HQ, Shared Service Centre, regional and country level.
This role will be responsible for applying CARE’s Project & Change Management approach to ensure high quality project & change management is applied to this project to ensure its delivery across CARE. This will include developing a thorough project plan, RAID Log, change impact analysis, communication and engagement plans and change plans.
The role will be line managed by the Project Lead of the USG Contracts project and have a dotted line to the Director of Project & Change Management.
S/he will have a proven track record of successful project & change management and supporting the delivery of major projects in regard to business processes and systems within a large and complex international organization
RESPONSIBILITIES:
Project Planning, reporting & governance
Drive the programme to a regular beat: monitor workstream activity, manage adherence to plan and help team members resolve obstacles to delivery. Provide regular status reports on plan, finances, resources, risks and issues in line with guidelines set out by the Transformation team. Support the Project Lead of the USAID Contracts project manage the programme governance process, including a Supply Chain Steer Co, with required stakeholders.Change impact assessment and change planning
Develop detailed change and impact analyses to identify the difference between current and future states across all affected categories, and ensure that all people, process and system changes are documented, understood and effectively communicated. Define a change approach to ensure that the desired changes are delivered effectively and in a sustainable way. Develop a detailed change plan which capture all necessary activities at project and country level to get ready for their go-live.Project communication and engagement
Create and implement robust communication plans ensuring overall organizational alignment. Run well planned and effective engagement sessions with key stakeholders to raise awareness and understanding of this project. Support leadership alignment, to ensure project sponsors and functional leaders are aligned on the objectives and scope of this project.Deployment planning
Working in collaboration with the Director of Project & Change Management, develop a deployment plan for the project that defines the order, timing and sequence of implementation of USAID Contracts, balancing efficient delivery of the change but also allowing sufficient time for staff to receive and absorb it.QUALIFICATIONS:
A Master's degree in a related field (Communications/Journalism/Marketing, organizational development, change management, etc.) or equivalent combination of education and work experience. 5 years’ practical experience in project or change management of large scale and complex transformational change initiatives Experienced of working across a project lifecycle to deliver a project A deep understanding of organizational dynamics and culture, and the ability to navigate political landscapes Experience working in a global organization, with knowledge of cultural differences Strong problem solving and analytics background
