I. Background:
Habitat for Humanity Philippines (HFHP) currently has 46 projects recorded in its books of accounts. Many of the projects, located across the Philippines are completed and need to be closed out, ensuring that the contractual, financial and legal obligations have been met and communicated.
Project closure involves discussions across multiple departments and often financial review by HFHI to ensure that the terms and conditions are met. Habitat for Humanity Philippines, is thus searching for a consultant to lead the project closure process. Ideally the consultant should be well versed in project implementation and closure and when needed to co-create exit and or transition plan for some projects.
II. Specific Objectives:
Review Closed Projects – Assess the 12 projects that have already been closed to ensure that the process has followed HFHP’s due diligence process and accountability standards and/or agreements with donors and communities.Map out what is needed for the remaining projects to close and create an exit or transition plan for the projects. This includes:
2.1. Departmental Coordination – Which departments will be needed to finalize closure? What do they need to do to facilitate the closure?
2.2. Action plan –develop action plan based on available information and resources.
2.3. Outstanding obligations and commitments — identify, summarize and quantify obligations, due dates and fund source (when available).
2.4. External communication plan for the exit or transition – communicating the process and implications to different stakeholders.Lead the discussion with the various stakeholders identified in item no. 2. Collate documentations.
- No-GO Projects– Prepare the requirements for proper closures of the No-GO projects. Including obstacles to close these projects.
III. Expected Outcomes:
Based on these findings, the review will provide detailed written recommendations on the steps needed to close out each project, including exiting communities, negotiating with donor, finalizing any incomplete steps, addressing liabilities etc.
Key activities, deliverables, and timeline:
Reporting directly to the Interim National Director, the consultant is responsible for completing the key activities and deliverables over four months between April 01- July 31, 2025. The consultant will develop the plan with clear timeline in consultation with the Interim National Director and other multi-departmental stakeholders based on the purpose, objectives and expected outcomes outlined above.
Deliverables:Assess the current project closure process/ due diligence of HFHP. If this is not existent, develop one.Review the 12 closed projects and ensure compliance with the project closure process including compliance to donor and other stakeholder requirements.Review all remaining projects and provide detailed steps on what is required to close themProvide a written report on how to enhance efficiency and ensure timely project closures of future projects
IV. Monitoring and reporting
Throughout four months, the consultant is required to send weekly written reports highlighting the progress on the specific objective and outcomes, outlined above. That said, the assignment has to be flexible and be able to capture on-going issues as the new information and/or complexities arise (if any).
V. Location:
The consultant will work in HFHP office in Makati City but may travel to project sites when needed.
