Project Controls Manager

The Project Controls (PC) Manager provides leadership, supervision, mentoring, and guidance to a team of direct hire and contract Project Controls Specialists within the Garyville Engineering Department.  The PC Manager oversees processes and procedures for small and medium (mid-cap) projects up to $25MM.  The manager will support the team in cost control, AFE compliance, scheduling, estimating, capital budget development, and reporting.  The manager works closely with other departments (Corporate Refining Project Management, Accounting, Maintenance, Tech Services, Supply Chain/Warehouse) in the execution of projects and budget submittal.  Travel will be required for mid-cap project meetings during the engineering phases of capital projects or best practices group meetings with Corporate. Travel typically less than 10% of time.

KEY RESPONSIBILITIES

Develop, implement, and enforce work processes to provide consistent world class project controls in portfolio management, including cost, estimating, scheduling, and budgeting. Implement accurate quarterly portfolio forecasting for small and mid-cap portfolio.Coach, mentor, guide, and develop employees in the project controls skills and align with their career development interests.Report monthly capital and ER (expense) budget portfolio cost forecasts to Engineering Department Director.Oversee, participate, and review the small and mid-cap project portfolio forecast. Ensure projects comply with applicable Marathon Refining Standard Practices for small and mid-cap projects.Oversee compilation of and submittal of small and mid-cap projects to the refinery capital budget.Oversee the KPIs of engineering preferred small project contractors.Work with outside engineering firms to ensure project cost control expectations and deliverables are met.Oversee the engineering schedule and scheduling KPIs (compliance reporting) for small and mid-cap projects.Review project estimates and assigned contingency applicable to the phase of work and risk associated with the project.Perform portfolio contingency management for small and mid-cap projects.Oversee PC Specialists’ routine tasks including work order issuance, AFE writing, forecasting, IPS data integrity, monthly accruals, forecasts, meetings with Area Team Engineers and Project Mangers.Evaluate project risks and communicate cost and/or schedule exposure to project management.Enforce the project closeout process.Be a resource for engineers to learn project controls best practices and cultivate a learning environment.Provide reporting on safety and work-around elimination projects underway in the refinery.

EDUCATION & EXPERIENCE

Minimal Qualifications:

Bachelor’s degree in Construction/Project Management, Engineering, Business Administration, Finance/Accounting or related field.Minimum of 12 years of experience in project controls / cost control in capital projects is preferred.Excellent communication skills.Implementation of Business Process Improvement.Proficient in Microsoft Office products – Teams, Excel, PowerPoint, Word, Outlook.

Preferred Qualifications:

Field experience during the construction of industrial projects.Familiarity with SAP, IPS (Prometheus), P6, and/or Icarus software.
