Project Controls Specialist – Budget Coordinator

The Marathon Refinery in Anacortes, Washington has an opening for a Project Controls Specialist – Budget Coordinator.

This position will be responsible for delivering the refinery’s 5-year budget plan annually while also managing the DSP process for the Engineering Department.  Duties will also include managing creation and organization of the budget book and project portfolio.  This position will also coordinate continuous interface with Engineering, Maintenance, Accounting, and Project Team personnel while developing the budget. The role will also steward the DSP process by organizing and scheduling the DSP alignment and RLT DSP meetings and work with Project Leads to ensure quality deliverables and pre-reads are ready on time. This position will also be responsible for providing cost engineering / analysis services for projects being managed within the Engineering Department.

This position will require a candidate to be an active Engineering project team member providing relevant input and analysis to project management to facilitate timely decision making. The successful candidate has specialized experience in Project Controls during Engineering phases FEL 1, 2, and 3 for capital and engineering requests projects.  

The hours of the position are: 4/10 or 9/80 schedule. This position would be expected to work overtime as needed during budget season - June - September.

KEY RESPONSIBILITIES:

Manage the development of the budget, develop, and deliver a 5-year business plan every Summer/Fall on time and of high quality. Act as refinery lead for coordinating all budget activities throughout the planning and preparation for all departments while working closely with Accounting and Asset DevelopmentSupport Project Leads and Area Team Engineers during project development for budget submittalTrain Engineering, Tech Services, and Maintenance on budget requirements, deliverables, system usage and deadline expectationsWrite AFEs, and support budget needs of the EngineersBecome proficient in IPS becoming a go to for IPS help within the Engineering DepartmentGenerate standard and ad-hoc reports for management to share data and communicate information for decision-making purposesOrganize, lead and maintain the schedule for the DSP Alignment, and RLT DSP MeetingsWork with the project team in the development of the plan of the plan, establishing the WBSWork with outside engineering firms to ensure project cost control expectations and deliverables are met via facilitating project controls workshops and participating in project meetingsReview cost estimates for projects and develop the control budget. Ensure the construction control budget and cash flow are aligned with schedule and cost estimate at project sanctioningWork with the Project Leads to establish planned cash flow and realistic forecasts of the overall project cost and schedule. Manage project contingency and drawdown. Report cost forecast monthly to local Engineering LeadershipMonitor and report project costs and perform analysis regarding deviations from the definition phase or control budget. Review budget proposals for accuracy in cost and schedulePerform project set up and management of work orders and forecasts in Marathon’s Integrated Project System (IPS)Work closely with Supply Chain for major equipment progress payment status and accruals. Calculate monthly accruals and communicate to Accounting departmentFacilitate and participate in risk assessments, peer reviews, and audits, as necessaryFacilitate and lead the development and review of the monthly project status report (PSR) and report out to corporate Refining Project Management teamEvaluate project risks and communicate cost and/or schedule exposure to project management.Analyze schedule to recognize and report areas of concern or cautionFacilitate the project closeout process

Minimum Requirements:

Proven experience in project controls, project management, or related roles with a focus on mid / large-scale projectsAbility to quickly adapt in a dynamic work environmentExcellent communication and people skills, with the ability to effectively engage with stakeholders at all levelsMust have excellent attention to detailsRelevant experience with industrial EPC projects, specifically Front-End engineering. Experience during field implementation of projects is a plusProficient in Microsoft Office products – Advanced Excel, PowerPoint, Word, Outlook, Power BIFamiliarity with SAP, P6, RCR, and IPS software is a plus

Degree: Bachelor’s degree is preferred. Preferred majors in Construction/Project Management, Engineering, Business Administration, Finance, Accounting or equivalent combination of education, training, and experience

Years of Experience: 5 + years in Project Controls required. The actual position title and pay grade will be based on the selected candidate’s experience and qualifications.
