Project Controls Specialist

Job Summary

The Marathon Kenai Alaska Refinery is seeking an experienced Project Control Specialist who will stewards cradle to grave project controls processes for capital and expense projects in the refinery portfolio. This position will work closely with individual Project Leaders and Planners to generate cost planning, forecasting, and analysis support for refinery’s rolling five-year plan by utilizing standardized Marathon project controls processes, methodologies, system and tools.  The schedule for the position is Monday-Thursday 10 hour days and additional hours must be worked during budget season and support of TAR every three years.

Key Responsibilities:

Produce and report performance metrics and performance variance analysis. Collaborate with Project Managers to understand project progress and spend curves. Review commitments and expenditures against budgets. Link change management to latest estimates and schedules and conducts variance analysis. Communicate budget and forecast exposures and impacts on timely basis to project management. Ensure understanding of cost drivers through regular interface with project management. Identifies cost reduction opportunities.

Prepare capital and expense engineering project forecasts, monthly cash flow, and portfolio bridging/trending analyses. Submit data for monthly accrual of goods and services received from engineering activities and procurement of engineered equipment.  Interfaces with Engineering, Maintenance, Accounting and Contractors to ensure timely and accurate capture of project performance and cost information into enterprise project systems and reports.  Generate and update monthly project status reports.

Support development of documents required for project funding, including Authorization for Expenditure (AFE), Decision Support Packages (DSP), and attachments for inclusion into the budget systems.

Provide project controls expertise to refinery organization. Interface routinely with leadership and project teams to promote effective utilization of project control function and resolve challenges.  Provide on-site project controls support during Front End Loading (FEL) and execution phases. Train and mentor staff to ensure consistent application of project controls. 

Produce and report cost performance metrics and performance variance analysis. Ensure cost reports accurately reflects field work progress utilizing earned value. Accurately predict forecast at completion and monthly cash flow.  Perform month end work in place accruals.  Lead Authorization for Expenditure (AFE) close out activities

Manage historical cost data for the refinery and ensures data is available for budgeting future projects/events. Assist with ten-year budgets for Turnarounds and Major Maintenance Shutdowns.

Perform turnaround work list reviews and assists with preparing budget factors. Support estimates review and develops construction management budget and other allowances. Perform comparative analysis of cost information across refinery sites. Develop Project Status Reports and develops close out reports for completed projects.

Conduct assurance audit to identify and correct issues impacting cost quality and identifies cost reduction opportunities.  

Review commitments and expenditures against budgets. Reviews work orders for Solomon reporting and verifying the costs are being charged to the appropriate budget. Ensure compliance of settlement rules per cost consistency guidelines.

Provide input to contracting strategy, methodology, bid analysis and consulting on awards. Prepare procurement commitment curves based on contracting strategy. Perform contracting hiring plans. Review invoices for accuracy.

Lead and facilitate quality cost reviews with site supervisors, turnaround/project management and contractors to ensure stakeholders’ input is incorporated. Communicate budget and forecast exposure and impacts on timely basis to Project Controls Supervisor.

Confirm cost reports are fully integrated with site and corporate reporting systems. Coordinate systems and procedures with project controls subject matter experts to ensure work breakdown structures (WBS) and other coding are aligned in schedule and cost systems. 

Education, Experience and Skills:

Minimum Qualifications

Must have a High School diploma or GED. (Education must be obtained/completed prior to start date)

Must have at least 5 years of broad project controls experience working with capital projects in related industry with increasingly responsible roles.

Must be proficient in Microsoft: Word, Excel and Outlook.

Must be able to wear appropriate PPE in the refinery, be able to physically perform all tasks and take hair drug test and physical.

Must be able to obtain a TWIC Card.

Must be legally authorized to work in the US without the need for future VISA sponsorship.

Travel Requirement is 5% or less.

Preferred Qualifications

Bachelors Degree in Engineering, Construction Management or Business Administration/Accounting is preferred.

Planning and scheduling experience with Primavera is preferred.

Experience with refining capital projects, pipeline or terminal-related industry is preferred. Experience with Turnarounds within a refinery or petro-chemical industry.

Knowledge of relational databases, business planning & forecasting, and SAP is preferred.
