Job Title: Project Development Manager

Job Summary:The Project Development Manager is responsible for planning and coordinating pre-construction activities for new school construction and modernization projects. This role ensures the successful execution of multiple projects by overseeing scope, schedule, and budget while addressing project-related challenges and engaging with internal and external stakeholders.
Key Responsibilities:
+ Plan and coordinate the execution of pre-construction activities for new school and modernization projects.
+ Oversee project scope, schedule, and budget to ensure the successful delivery of assigned projects.
+ Resolve complex planning, design, and construction issues, disputes, and disagreements.
+ Supervise and monitor the performance of Assistant Facility Development Managers (AFDM), Design Managers (DM), and other design professionals.
+ Provide regular reports on project budget, schedule, and challenges to departmental, branch, and board representatives.
+ Assess and track project progress through all development phases, identifying risks and potential delays.
+ Coordinate with utility and government agencies to ensure timely project approvals and completion.
+ Assist project team members with architectural/engineering (A/E) contracts, bid planning, and contract administration.
+ Review and verify Design Professional contract scope, fees, and payment applications while managing project finances.
+ Oversee project schedules, cost control, dispute resolution, contract administration, and quality control.
+ Collaborate with various district departments, including Environmental Health and Safety, Facilities, Maintenance and Operations, and educational service centers, to align project activities.
+ Develop and recommend internal policies and procedures to improve project execution.
+ Perform other related duties as assigned.
Minimum Requirements:
Experience:
+ Minimum of ten (10) years of experience managing the planning, design, construction, and coordination of capital projects.
Preferred Experience:
+ Expertise in scoping and planning new construction and modernization projects.
+ Knowledge of LEED and/or Collaborative for High Performing Schools (CHPS) projects.
+ Experience in major facility development, including CEQA, agency approvals, and coordination with City and County agencies.
+ Familiarity with project delivery and procurement methods for public projects.
+ Strong communication skills, including experience with community engagement processes.
+ Proficiency in Building Information Modeling (BIM).
+ Experience in formal construction partnering.
Education:
+ Bachelor’s degree in Architecture, Engineering, or Construction Management from a recognized institution.
Preferred Licenses and Certifications:
+ Certificate of Registration as an Architect by the California State Architectural Board or Professional Engineer certification by the State Board for Professional Engineers and Land Surveyors.
+ Certified Construction Manager (CCM) credential from the Construction Manager Certification Institute (CMCI).
+ LEED Professional Accreditation.
