PROJECT DEVELOPMENT OFFICER II (PROVINCIAL COMPLIANCE VERIFICATION
OFFICER (PCVO)
A. COMPLIANCE VERIFICATION SYSTEM CYCLE
1. Ensure that all CV policies are observed and implemented properly at the POO/COO level.
2. Supervises and ensures timely completion of the CV processes i.e. distribution and collection of the CVFs, CV recommendations in their respective POO/COO.
3. Ensures that all CVFs are accounted for in their respective POO/COO.
4. Supervises and ensures timely completion of the printing and encoding of the CV forms if these processes are done at the POO/COO.
5. Ensures the completeness, correctness, and veracity of printed CV forms prior to the distribution to areas/facilities.
6. Implements mechanisms to properly keep track of the distribution, retrieval, and encoding of CVFs.
7. Review the completeness and accurateness of the transmitted
8. Assist the RCVO in the conduct of Random Checks on the encoded CV data against the accomplished CV forms.
9. Tracks and accounts non-compliant beneficiaries and members with other remarks to facilitate necessary actions.
10. Maintains an up-to-date list of the authorized stakeholders with their signature specimens and ensures signatories in the accomplished CVFs coincide with submitted specimens of authorized stakeholders.
11. Consolidates issues and concerns and submits to RCVO/SWO III/ Provincial Link for resolutions.
12. Facilitates timely completion/ submission of necessary documents for the request of force majeure.
13. Closely coordinates and provides feedback to all concerned field implementers, on the status of the CV activities and encountered issues/ concerns for resolution.
14. Ensures proper filing, safe keeping, and labeling of administered CVFs if the encoding process is done at the POO/COO.
15. Reviews the completeness of the submitted documents from the C/MLs for the request such as adding, updating, tagging, or deletion of facilities om the PPIS. Assist in the field validation if necessary.
B. SUSPENSION OF CONDITION FOR ENTITLEMENT/ HANDLING COMPLIANCE VERIFICATION FOR AREAS UNDER FORCE MAJEURE (FM)
1. Reviews the FM request from the concerned C/MOO and ensures the correctness and completeness of the necessary information.
2. Ensures and validates the completeness and correctness of the attached Certification/s and other documents provided by the key partners and stakeholders.
3. Facilitates and prepares memorandum as an official request for endorsement to the Provlink/AC/SWO.
4. Provides technical assistance to the City/ Municipality Operations Office (C/MOO) on the implementation of the approved policy.
5. Helps the RCVO in facilitating the timely encoding of FM data in the PPIS and ensures all encoded data are correct and complete based on the signed FM documents.
C. BENEFICIARY TRACKING REPORT PROCESSES
1. Provides technical assistance to field implementers in relation to the implementation of BTR;
2. Sends the generated list of non-compliant beneficiaries to concerned City/Municipal Link within the prescribed timeline;
3. Performs the merging activity for all the encoded BTR data submitted by the Lead C/MLs within the prescribed timeline;
4. Submit the merged data to PL (Provincial Link) or SWO III for approval;
5. Endorse the consolidated merged data to RCVO/RPMO;
6. Provide the BTR results to concerned staff/units in the province for the needed intervention.
D. REMOVAL OF PERSISTENTLY NON-COMPLIANCE BENEFICIARY
1. Encode the "Under Evaluation" status in the PPIS.
2. Maintain and monitor the list of beneficiaries "Under Evaluation" status.
3. Provide technical assistance to the Municipal Operations Office (MOO) on the implementation of these guidelines.
E. REPORTS, TECHNICAL ASSISTANCE, AND SPOT CHECKS
1. Review the provincial/cluster CV Turnout (Excel Format) sent by the RCVO.
2. Coordinate with the RCVO if there are concerns regarding the generated data for technical assistance.
3. Consolidate, review and analyze CV regional turnout to determine highest
and lowest complying areas.
4. Consolidate and analyze CVS results/turnouts issues as a basis in the formulation of a plan for the improvement of program implementation particularly at the cluster, provincial, or municipal level.
5. Conducts regular technical assistance on CV-related updates and enhancements to partner agencies, stakeholders, newly hired staff, or parent leaders.
6. Conduct regular spot checks with high and low compliance rate areas.
Gather best practices in areas with high compliance rates. Determine, gather, and resolve issues in areas with low compliance rates.
7. Submit feedback reports and documentation after the conduct of technical assistance and spot checks.
8. Act as a resource person to CV-related and system orientation to partner agencies, stakeholders, newly hired staff, or parent leaders.
