Project Director, Liberia Lab Information System

ICF is actively seeking a dynamic and experienced Program Director to lead a Lab Information System (LIS) project based in Monrovia, Liberia. This role requires exceptional leadership and project management skills to spearhead the development and piloting of an electronic LIS. As the Program Director, you will leverage your expertise to drive project execution, overseeing a multidisciplinary team of global health and laboratory specialists, software engineers, and business analysts.

The primary goal of this initiative is to support the Liberia Ministry of Health’s National Diagnostic Division in creating a robust digital laboratory information system. You will be instrumental in overseeing the development of the LIS, training pilot sites, overseeing the pilot and iterating on LIS based on pilot findings. Your responsibilities will encompass the overall delivery and quality of all work products, maintaining adherence to the project timeline and budget, and achieving the project's objectives.

Key Responsibilities:  

Lead strategic implementation of the LIS in line with the national laboratory strategic plan.

Assign and manage qualified, technically proficient, and professionally capable staff throughout the life cycle of the contract, including phasing in and out staff without disruption. 

Coordinate and communicate with donor and government staff to provide thorough and timely reporting on task/project/program status and performance, including delivery of quality reports, responding to ad hoc inquiries.

Ensure that all contractual requirements are performed in a manner that ensures timely delivery in accordance with donor and governments quality standards and established practices. 

Collaborate with lead software engineer on capturing system requirements and oversee the design of the laboratory information system to ensure it is in line with the requirements.

Develop, maintain, and update a project management plan including a risk management plan.

Lead the pilot phase of the LIS including setting up test environments.

Work with the lead software engineer on iterating on the system based on the pilot findings

Develop a roll-out and capacity building plan with MOH for the system

Manage the local subcontractor that will be designing the system including timelines are meet and the deliverables are of good quality.

Establish performance indicators for system functionality and user satisfaction.

Develop a sustainability plan, financial, technical and operational for the MOH

Basic Qualifications: 

M.S with a minimum of 8 years of relevant experience in Health Informatics, Health Information Systems or related field, or B.S with a minimum of 12 years of relevant experience.

5+ years of experience managing complex IT projects, preferably in a global healthcare or laboratory setting.

Knowledge of best practices in health information systems including laboratory systems. 

Direct experience in designing, implementing or managing laboratory information systems

Understanding laboratory workflows, data management, data governance and regulatory requirements.

Familiarity with software development life cycles, system interoperability and database management.

Project management professional (PMP) preferred

Professional Skills: 

Proven skill and experience in critical-thinking, innovation, and problem-solving, recommending successful solutions, including the planning and implementation of such solutions. 

Demonstrated experience in project management, managing people, project planning and coordination of daily activities, data analysis, constructive reporting, project management techniques and tools for a contract of similar size and complexity within budget. 

Sound business ethics, including the protection of proprietary and confidential information. 

Exceptional oral and written communication skills. 

Analytical, problem-solving, and decision-making capabilities. 

Ability to multi-task in a fast-paced environment, prioritizing multiple tasks while demonstrating the initiative to complete projects with minimum supervision. 

Collaborative ability to work well both individually and in a team environment with all levels of internal staff as well as outside clients and vendors. 

Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project), MS SharePoint, Jira and Confluence
