Project Director - Enterprise PMO

Essential Duties and Responsibilities:
- Review RFP or project request information to determine the scope of the project, and which resource teams will be needed to support the project. LOE estimations will need to be provided to determine budget and scheduling priority of projects.
- Assignment of projects to Project Managers based on skills, capacity and schedule requirements.
- Serve as the central point of contact and primary interface for all project escalations from project managers and business stakeholders.
- Establish client and business relationships and manage expectations of project sponsors.
- Perform all project management functions including work breakdown, scheduling, tracking of against the defined milestones and budget.
- Collaborate with other IT PMs on inter-dependent projects as well as program managers responsible for delivering the overall enterprise strategy to the organization.
- Review trends and identify opportunities for process improvement or cross-training of project managers.
- Ensure the project management process meets MAXIMUS standards and procedures.
- Perform other duties as assigned by leadership .

-Serve as the governance primary point of contact and interface between technical teams and upstream project/program managers, business stakeholders, and external clients if applicable.- Manage large complex programs and high visibility projects.-Execute programs while driving strong business relationships.-Serve as the central point of contact and primary interface for project escalations from their projects, project management team, and business stakeholders.-Collaborate with other PMs on inter-dependent projects as well as program managers responsible for delivering the overall enterprise strategy to the organization.-Manage assignment of projects to matrixed or direct PMs based on skills, capacity, and schedule requirements.-Serve as point of escalation on technology projects and provides a calm voice to resolve issues.-Review project plans, issues, risks, and deliverables weekly with PMs within their team. Ensure alignment with expectations of project.-Provide Anytime coaching for team members and determine gaps in skills for training or mentoring.-Support the EPMO Project Intake process to help evaluate whether project requests meet criteria for assignment.-Establish client and business relationships and manage expectations of project sponsors.-Perform all project management functions including work breakdown, scheduling, tracking against the defined milestones and budget.-Review proposal or client request material, to determine the scope of the project, and which resource teams will need to be engaged once a project is assigned.-Manage day-to-day tasks for internal and vendor managed project team members.-Plan, document, and manage the after-hours go-live events and related production changes in support of the project implementation.-Capable of managing the entire product management lifecycle (Development, Implementation, Launch, Maintenance, Production Support, Continual Improvements).-Perform other technical/leadership roles as assigned.

Minimum Requirements
- Bachelor's degree from an accredited college or university required, or equivalent combination of education and experience.
- Minimum 10 years’ experience working as a project manager or program manager.
- Working knowledge of Project Management tools: MS Project, SmartSheet, Jira, Word, Excel, PowerPoint, SharePoint, OneNote.
- Experience delivering complex projects in a medium to large size organization.
- Experience directly managing direct and indirect resources.
- Previous experience in implementing project management processes and standards.
- Must be able to manage many complex tasks simultaneously.
- Excellent attention to detail, good analytical skills, good problem-solving skills, must be self-driven and capable of managing others.
- Excellent oral and written communication and customer service skills working with all levels of the organization.
- Ability to firmly drive the project managers and business stakeholders in the same direction, while working to reduce tensions between the various matrixed resource organizations.
- Ability to work well independently.
- Adaptability, flexibility and ability to deal with constant change. -10+ years of direct IT related experience working on complex, enterprise-wide software solutions.-Experience in development and implementation of IT applications to support complex business processes focused on customer/client identification, outreach and education, service delivery, and ongoing relationship management.-Strong interpersonal and team building skills, as well as an understanding of client relationship building are essential.-Excellent organizational, interpersonal, verbal, and written communication skills, ability to perform quantitative and qualitative analyses.-Experience soliciting, procuring and managing IT vendors and subcontractors.-High degree of confidence and ability to influence others through expert communication skills.-Experience managing IT budgets and resources.-Ability to perform comfortably in a fast-paced, deadline-oriented work environment.-Experience successfully developing and deploying IT solutions using various development methodologies (e.g., waterfall, iterative, etc.)-Experience facilitating development of enterprise architectures to support complex IT solution deliverables.-Familiarity with data security in health/insurance/financial services application areas, including security architectures, authentication and non-repudiation, cryptography, etc.-Skilled in Microsoft Office Software including Word, Excel, Visio, MS Project, and PowerPoint.-Experience with project management tools and software, such as MS Project or JIRA.
Preferred Skills Experience:-Integration Project Management experience is a plus.-Relevant industry experience to include government services, healthcare, insurance preferred-Proficiency with state healthcare programs (e.g., Medicaid, CHIP) and related functions (e.g., enrollment management, eligibility determination) preferred-Working Knowledge of IVR, Oracle 11g, Oracle Siebel, OBIEE, J2EE, Salesforce, Web Technologies, Webservices, XML, or Deployment Management experience is a plus.- Prior career experience working in a direct technical role is preferred.-Cloud-based project work preferred (AWS, Azure).-Experience managing DevOps teams, and development projects, highly preferred.-Experience in implementing Agile based delivery for both infrastructure and development-oriented projects a plus.-Experience in supporting mixed technology environments or supporting telecom/networking implementations a plus.-Experience delivering programs in SLED, highly preferred.-Scrum Master and/or RTE a plus.-Other previous technical certifications a plus: AWS, Azure, Microsoft, Cisco, etc.
