Project Engineer (Construction)
Summary About the Position: Serves as Senior Project Engineer and Contracting Officers Representative (COR) responsible for the enforcement of contract requirements for all assigned contracts. Utilizes all available resources to maintain progress and ensure safe, high quality, and timely completion of construction projects. Exercises delegated authority for the accomplishment of all contracts. Investigate the need for contract change orders including consultations with the designer for design changes. Receive and check for contract compliance of technical submittals from the contractor such as shop drawings. Coordinate with customers, contractors, designers, Quality Assurance and District personnel in order to determine appropriate changes necessary to the contracts. Coordinate office and field engineering construction, and inspection activities through a staff of engineering and/or technical employees. May establish performance standards and make evaluations if designated by the Resident Engineer. Support the Area and Resident Engineer in regards to workload and budget planning for the monitoring of S and A expenditures. Assure that all construction is accomplished in accordance with proper quality control and assurance procedures. Review Quality Assurance report spot-checks contractor quality control reports, and test results for compliance/accuracy. Ensure review of safety precautions exercised by contractors and suggest remedial measurements as required. Request proposals, estimates, and negotiates with contractors to make recommendations to the Contracting Officer and Administrative Contracting Officer (ACO). Coordinate Architect-Engineer review of technical submittals where such contracts exist. Discuss details of construction with contractor personnel, recommend changes to the contracts, and coordinate the authorizations with the ACO. Advise others in the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals. Requirements Conditions of Employment Qualifications This is a Term appointment not to exceed 13 months, with provisions to extend in one year increments, up to a maximum of 8 years. There is no option for conversion to a permanent position at the end of the term appointment. A term appointment is a non-status appointment to a position in the competitive service for a specified period exceeding one year and lasting not more than six years, with a possibility for extension to eight years. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Construction Inspection and Quality Management Oral Communication Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
