We are seeking a motivated and skilled Project Engineer II to join our team. This role is perfect for someone with a passion for infrastructure development, who is ready to travel extensively throughout the state and manage critical water and wastewater projects.

Position Overview:

As a Project Engineer II, you will oversee capital improvement projects for Aqua Pennsylvania’s water and wastewater systems. This role includes managing both pipeline and treatment projects, from facility rehabilitation to the development of new infrastructure. Your responsibilities will encompass ensuring the sustainability and enhancement of these systems throughout Pennsylvania, including project management, construction coordination, and the commissioning of a statewide PFAS water treatment program. Furthermore, you will collaborate closely with operational teams to facilitate successful project handoffs.  

This position may require frequent travel throughout the state, including extended overnight stays for site visits, meetings with local officials, and project coordination. You will be managing multiple projects simultaneously, and must be comfortable with both office-based and field-based work.

Essential Duties and Responsibilities:

System Planning & Improvement: Prepare reports and studies to aid management in future planning for water and wastewater systems. Proficiency in using hydraulic modeling software for both short-term and long-term planning is essential.Capital Improvement Plans: Assist in the development and implementation of annual capital improvement plans for water and wastewater infrastructure, including identifying and prioritizing projects and estimating associated costs.Project Management: Manage a range of capital projects across both water and wastewater sectors, including water main replacements, sewer rehabilitation, wastewater treatment plants, water storage tanks, booster stations, sanitary lift stations, valve vaults, and more. This involves both internal teams and external consultants, ensuring that projects are completed on time, within budget, and in compliance with all relevant standards and regulations.Permitting & Regulatory Compliance: Prepare and manage permit applications for projects, securing necessary approvals at the local, state, and federal levels. This involves working with local officials, regulatory agencies, and other stakeholders.Bid Process & Contract Management: Prepare bid documents, conduct the bidding process, and oversee contract requirements throughout the duration of the project.Collaboration & Coordination: Work closely with department heads, design drafters, consultants, construction coordinators and contractors to ensure projects are designed and implemented according to company standards and regulatory guidelines.Financial Management: Track project budgets, progress, and timelines using Aqua Pennsylvania’s financial systems, ensuring that projects stay within budget and are properly authorized.Professional Development: Stay informed about industry trends, technologies, and regulatory changes by attending seminars and professional development courses.Engineering Due Diligence: Provide technical due diligence for potential company acquisitions, evaluating existing infrastructure and estimating necessary improvements for both water and wastewater systems.Data Management: Ensure that system maps, hydraulic models, specifications, and other records are properly maintained and updated.Safety & Inspections: Support safety inspections and evaluations for infrastructure projects, including dams and other water and wastewater facilities.

Qualifications:

Education: Bachelor’s degree in Civil, Mechanical, or Environmental Engineering.Experience: 3-5 years of design experience, ideally with a focus on water and wastewater projects.Licensing: Engineer-in-Training (E.I.T.) certification, Professional Engineer (PE) or the ability to obtain it within 12 months of hire.

Knowledge, Skills, and Abilities:

Proficiency in CAD software, WaterGEMS, SewerGEMS, and Microsoft Office Suite (Excel, Word, Teams).Strong written and verbal communication skills, able to articulate technical issues clearly to internal teams and external stakeholders.Ability to prioritize tasks and manage multiple projects simultaneously in a fast-paced environment.Excellent interpersonal skills for collaborating effectively with internal teams, regulatory agencies, local officials, and the public.A team-oriented attitude with the ability to work both independently and as part of a team.

Travel & Working Conditions:

Frequent Travel Required: This position may require travel across the state of Pennsylvania, with potential overnight stays required for up to 50% your workweek.Field-Based Work: You will spend a significant portion of your time at project sites, coordinating with local officials, contractors, and regulatory agencies.The position involves both office-based work and fieldwork, including occasional lifting of up to 20 pounds.
