Professionals in project management are responsible for planning, executing, and overseeing non-technical projects to ensure they are completed on time, within budget, and according to scope and quality requirements. They utilize their expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. Typical responsibilities include defining project scope, objectives, and deliverables, developing project plans, schedules, and budgets, and allocating resources, such as personnel, equipment, and materials, to tasks and activities. Project management roles also involve monitoring project progress, tracking milestones and deadlines, and managing changes and issues that may arise during project execution. Additionally, professionals may facilitate communication and collaboration among project team members, stakeholders, and other stakeholders to ensure alignment and transparency throughout the project lifecycle. Their expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes.

 

 

Noblis-ESI is seeking a Project Engineer with a background in project management to support the NRO’s Mission Integration Directorate (MID).  

Job Responsibilities 

Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects Provide technical guidance and recommendations related to the integration of National Systems-based capabilities Assist the PM/COTR in program management; strategic planning; cost, schedule, and performance monitoring and reporting; program synchronization; generating requests for information responses; cross-program coordination; and programmatics Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, PDRs, CDRs, and PMRs Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer outreach and support  Serve as technical expert in their assigned area Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers Required Qualifications Bachelor's degree in technology, business, engineering, or a related field. Alternatively, demonstrate an additional 4 years of related acquisition experience per level if no bachelor's degree is held. Active Top Secret/SCI clearance with a Counter-Intelligence Polygraph Experience in project management and acquisition, with emphasis on Government acquisition in DoD or IC Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation Travel 10%

 

 

 Mid-Level  

Bachelor's degree  5 - 10 years of project management experience Compensation:  $107,100 - $167,325

  

 Senior-Level  

Bachelor's degree 10+ years of project management experience Compensation:  $129,700 - $202,675 Desired Qualifications

 

Master’s Degree Familiarity with the NRO’s and DoD’s national and tactical space architectures Familiarity with different contracting types; e.g.: competition, sole source, IDIQ/TOs, Other Transactions, and Broad Agency Announcements) Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools Certified in one or more of the following: INCOSE (or DAWIA equivalent), Agile, Project Management Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation Ability to problem solve in a rapidly changing environment and interface with the customer daily Track and respond to office tasking, build, and present program briefings, and update project schedules and calendar  Overview

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
