Primary Purpose
Assists with the management of the planning, design and construction activities associated with Parkland Health, ensuring they meet the District¿s mission, goals, applicable laws and the user's needs.
Minimum Specifications
Education:
Must have a bachelor's degree in architecture, engineering, business or a related field.
Experience:
Must have one (1) year of project management support experience in construction or design environment that included elements of program management for owner representation. Prefer one (1) year of large acute care hospital project management support experience.
Equivalent Education and/or Experience:
May have an equivalent combination of education and experience to substitute for both the education and/or experience specifications as stated above.

Skills or Special Abilities:
Must be able to solve problems and offer creative solutions. Must support and be willing to learn to manage multiple minor construction projects from start to finish. Must be willing to learn to read architectural, mechanical and electrical drawings. Must support and be willing to learn to plan and budget for projects at all stages of development. Must have basic knowledge in industry-accepted methods, tools and conventions of project management. Must support and be willing to learn current city, state, federal laws and regulations as they apply to health care construction projects. Must support and be willing to learn code and regulatory aspects of design, construction and furnishings, fixtures, and equipment. Must have good oral and written communication skills. Must have good organizational, time-management and problem-solving skills.Responsibilities:
1. Support the Planning, Design and Construction (PDC) Program Managers in the management and control of all aspects of program management as the owner representative in all phases of design and construction, including infection control, impact planning, utility disruptions, project status meetings and other end user related activities.
2. Providing owner representative program/project management expertise in conceptual planning, programming and budgeting of assigned projects by senior management, the project director and Parkland executive management.
3. Assisting the Program Managers with developing project budgets, schedules, safety plans and quality goals.
4. Assists the selection and management of consultants, contractors and vendors to meet project goals. Supports Program Managers in negotiating change orders and recommending approval to management.
5. Supports Program Manager in the preparation of bind invitations, requests for proposal and contract negotiations for projects and services.
6. Maintains a positive working relationship with management, vendors, contractors, architects, outside organizations, and Parkland staff to ensure that communication is maintained and cultivated.
7. Assists with the implementation of PDC specific tools/applications systems for project management and department database collection, input, retention and retrieval.
8. Assists in the development of annual goals and objectives for Planning Design and Construction that support Parkland¿s mission.
9. Responsible for effectively supporting the following: the management and control of the design development process, making sure that patient safety and the stakeholders' best interests are forefront of all decisions made. the control and overall coordination effort between the design, construction, end users, stakeholders, and management team members, ensuring that priorities and attention to needs and milestones receive the proper attention and resolution. the management of complicated issues, exploration of all of the options, refinement of information, and the provision of a concise clearly defined set of options/resolutions, along with a recommended course of action to the stakeholders.
