Project Engineering Manager

Job Summary

The Engineering Department has an opening for a Refining Project Engineering Manager located in Carson, California. This position will report directly to the Engineering Manager and will be required to provide supervision, technical support and development for a team of engineers who support their Area Teams with project development/implementation as well as support for daily refinery operation and temporary repairs. The available schedules for the position are 9/80, 5/40 or 4/1, must take after hour calls several times a week and support TAR once to twice a year.

 Key Responsibilities

Supervise the development, management, and completion of a wide range of engineering and construction projects. Apply project management and technical engineering knowledge and experience to ensure engineering packages are accurately and safely developed, also monitor and ensure that projects are completed within the budget and schedule. Oversee detail engineering for the majority of its projects, supervisor is the last line of defense checking and approving all construction work package and Management Of Changes (MOC)s done by the department. Ensure that designs include current engineering and construction technology and that projects maximize operations efficiency, quality, flexibility, safety, scheduling, and reliability, while minimizing costs.

Communicate expectations to personnel; evaluate individual performance versus expectations to determine the areas of strength and weakness of personnel. appraises personnel of their performance status in a timely manner.  Provide leadership and develop engineers. Handle personnel and department conflicts tactfully and professionally. Make a decision when there is technical conflict between specifications and / or departments. Manage the college co-ops assigned to the team.

Distribute workloads strategically; considering team members’ interests and strengths, ensures that projects are funded and completed within the intended budget year.  Maintain assigned workloads in a flexible environment to meet the changing needs of the Area Teams and develop members to gain diverse detail design knowledge in piping, fixed equipment, machinery and civil / structural areas with focus on understanding the process and business needs behind projects, making the work environment more meaningful and fulfilling.

Foster a culture of collaboration and teamwork within the department. Develop a teamwork approach to providing services interfacing primarily with Operations, Products, Tech Service, Maintenance and HES.  Join the team in troubleshooting and job walks and provides technical and business solutions as roadblocks come up. Interface with other departments, particularly Maintenance, Turnaround, and Operations to address issues and leverage relationships for smooth progress.

Support budgeting process by ensuring all projects are developed to meet budgeting deadlines and data is accurate and timely.  Meet with project engineers regularly to review workload, obstacles, and manages portfolio of projects. Assist in technical problem solving and task prioritization to hit year-to-year budgets.

Education, Experience and Skills

Minimum Qualifications

Must have a Bachelors degree in Mechanical Engineering or related field. (Education must be obtained/completed prior to start date) (Degree must be accredited in US.)

Must have at least 10 years of experience as a Technical Project Engineer in a refinery, petro-chemical or other related heavy industry.

Must have strong mechanical and civil aptitude, communication, problem-solving, and interpersonal skills.

Must have knowledge of refining equipment (piping stress, piping design, heaters, exchangers, vessels, rotating equipment, instrumentation, electrical, etc), associated industry codes & standards and process units.

Must have project and budget management experience with the ability to make practical technical and business decisions.

Must be proficient in Microsoft: Word, Excel and Outlook.

Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.

Must have a valid driver’s license. (MPC determines valid status.)

Must be able to obtain a TWIC Card.

Must be legally authorized to work in the US without the need for future VISA sponsorship.

Travel Requirement is 5% or less.

Preferred Qualifications

Prior supervisory and/or leadership experience is preferred.

Detail design experience is preferred.

Refinery work process experience is preferred.
