Summary This position is part of the International Development Finance Corporation,Office of Catalytic Investments. As a Project Finance Specialist you will be carry out the full range of new project financings and will undertake all tasks required to process transactions from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and funding.. Responsibilities - Underwrites transactions to support underserved markets and sub-sectors that would benefit from the use of catalytic capital by conducting an in-depth analysis of a proposed business venture to determine their financial, technical, economic, legal, marketing, and political feasibility along with long-term developmental impact. This includes the preparation of papers and correspondence along with presentations at various approval committees. - Supports DFC sector strategies to catalyze and increase private investment into underserved geographies/markets and nascent sectors via innovative structures and products to pilot and scale across DFC, other DFIs and more broadely in the market. - Utilize partnerships to build pipeline, blend finance and de-risk transactions to strengthen DFC's expertise in deploying catalytic capital. - Negotiate with key interested parties on DFC loan terms, including collateral security and completion support, and policy requirements. Coordinate project financial plans/projections and co-creditor arrangements with other investors. Support the project from completion of documentation to disbursement and transfer to monitoring. - Consult, as required, with recognized industry experts on the technical aspects of proposed projects. Obtain information through field visits, correspondence with officials of the host country, private firm representatives, U.S. AID and Embassy personnel and other sources needed to analyze applications for DFC financing assistance. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: performing in-depth analyses of international project and corporate financing of international investments in emerging markets to include the viability of the business model; the market opportunity; the financial conditions and track record of sponsors, management and other project parties; country-related legal, macroeconomic and microeconomic risks; and other related factors; supporting the management of a financing program focused on early stage, social impact companies in emerging markets as well as impact-oriented financing vehicles and investment funds; and structuring catalytic investments that support underserved geographies/markets and nascent sectors based on strategic priorities. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
