Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
**Purpose of Position**
The Project Management Engineer leads critical projects to support the OCS Division Manufacturing strategy. These can include projects to optimize or expand OCS manufacturing in key global regions, transfer products, establish cost leadership, understand competitive position, and launch new products or processes.
The individual in this role may also be called upon to help drive decision analysis and feasibility studies to help drive decisions on whether or not a project should be pursued and how it should be prioritized in the global manufacturing project portfolio.
Additionally, this position can also be required to utilize the Innovation / Stage Gate process for new products and manufacturing processes, in collaboration with the OCS Technology team. Projects will typically have significant financial and strategic impact on the division and require leadership that is consistent with Corning’s values.
**Key Responsibilities**
+ Effectively manage multiple and broad ranges of projects that support division objectives
+ Lead all phases of projects to include initiation, planning, implementation and control, and close-out elements.
+ Organize the projects by defining scope and objectives, securing needed resources, building the project plan and establishing the project governance structure.
+ Build an effective project team including defining the required competencies and the roles and responsibilities
+ Manage schedule, budget, scope and resource conflicts.
+ Understand customer requirements and ensure their expectations are documented and met.
+ Coach and mentor engineering personnel as appropriate to build and leverage skill sets to enhance team effectiveness.
+ Be an advocate and role model for safety within their area of responsibility. Ensure all work is performed in a safe manner and environment. Responsible for his/her safety, as well as that of others that may be at the facility, whether working or visiting.
+ Lead project reviews to Steering Teams or stakeholders and document key issues, action items and decisions.
+ Thoroughly understand the nature of the business requirement for each project, and recommend important strategic decisions to define the overall project deliverables.
+ Lead the submittal and approval of the project Appropriation Request s(AR) and manage spending throughout the project.
+ Interface with and support OCS Technology, Manufacturing and Division Engineering on projects such as new product introductions, process improvement, product transfers, capacity expansion, raw material changes, and equipment introductions.
+ Contribute to the advancement of the Project Management Competency within OCS through benchmark sharing, training and supporting development of other Project Managers.
**Experiences/Education - Required**
+ BS/MS Engineering (Mechanical, Industrial or Electrical) or similar technical degree
+ Required Years of Experience: 7+ years in engineering, manufacturing, project management, process/product development or systems integration.
+ Demonstrated delivery of results through sound project management practices and organizational leadership.
+ Demonstrated track record of people development.
+ Formal Project Management Training and ability to perform project management tasks through all phases of a project from initiation to closure.
+ Experience with Manufacturing environments, products, systems and processes
+ Experience with new product project management using Innovation / Stage Gate processes.
+ Ability to effectively manage a high degree of change and ambiguity. Ability to utilize influence versus control. Can manage in the “gray” areas.
+ Ability to complete basic financial analysis of projects, including estimates of project cost, return on investment, and payback. Must be able to understand and anticipate costs, and work across functions to generate accurate estimates. Ability to think through the financial ramifications of decisions.
+ Utilizes sound and rational problem solving and decision making processes. Proficient in quality tools including KT, Performance Excellence, and Project Management tools.
+ Proficient in basic office software applications including MS Word, Excel, PowerPoint, MS Project.
+ Effective written and verbal communication skills across all levels of the organization. Must be an effective communicator, and able to deliver messages through presentations, written and verbal communication.
+ Conflict management; resolves problems vs. escalating.
+ Ability to deliver new products or processes into manufacturing.
+ Familiar with industrial safety standard practices and manufacturing equipment fundamentals
+ High degree of initiative to drive their projects to timely completion
Travel: 20-30%, some international. Potential of up to 40% travel for a given project
