PROJECT MANAGEMENT SPECIALIST
Summary About the Position: The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of assigned projects. Responsibilities Controls and manages project milestones and budgets from preliminary stages through design, construction, and initial operations. Monitors project funds allocated to District elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate; identifies unauthorized changes and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Reviews and approves, within authorities provided, project cost and schedule changes. Manages project contingency funds to ensure efficient and effective utilization. Ensures the customer is fully informed of projects progress, issues and their resolution, and any impacts on costs. Assures that customer or other agencies participation in the project is in accordance with the agreed upon management plan. Collects project execution data from the project delivery team. Develops agendas, sets itineraries, and outlines issues to be discussed at periodic Congressional Visits by the Deputy District Engineer and other participating District staff. Specialized Experience GS-07: One year of specialized experience which includes coordinating the efficient and effective coordination and accomplishment of the scheduling, tracking, budgeting, reporting and communicating status of assigned projects; Reviews and analyzes cost reports to assure charges are authorized and appropriate; assists with schedule changes and helps project managers in resolving complex problems and issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR 1 full year of graduate level education or superior academic achievement Specialized Experience GS-09: Managing the efficient and effective coordination and accomplishment of the scheduling, tracking, budgeting, reporting and communicating status of assigned projects; Reviews and analyzes cost reports to assure charges are authorized and appropriate; coordinate project cost and schedule changes and develop strategies in resolving complex problems and issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Specialized Experience GS-11: Managing the efficient and effective coordination and accomplishment of the planning, scoping, scheduling, tracking, budgeting, reporting and communicating status of assigned projects; Reviews and analyzes cost reports to assure charges are authorized and appropriate; approve project cost and schedule changes and develop strategies in resolving complex problems and issues.
