Project Manager, Electricity Policy Analysis

The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that: + Attract the private sector capital investment needed to expand New York’s clean energy economy. + Overcome barriers to using clean energy at a large-scale in New York. + Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy. Job Overview To help deliver on its mission and achieve these nation leading goals, New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated and knowledgeable individual with strong analytical skills as well as developed communications and interpersonal skills to join the Policy Analysis team within Policy, Analysis and Research as a Project Manager. This position will support NYSERDA’s work on transforming the electricity sector, including modeling and analysis to inform transmission and distribution system planning, renewable and clean energy deployment, and the connections between the electricity system and the broader energy economy. The Policy Analysis team assists New York State energy policy decision-makers by identifying and evaluating policy alternatives for achieving the CLCPA emission limits; quantitatively assessing the impact of energy, environmental, and economic policies and programs on the State’s citizens, businesses, and environment; and helping foster informed energy planning and quantitative analysis of energy issues and policies. Primary Responsibilities + In coordination with external contractors and internal subject matter experts, develop and lead analyses in support of electricity system planning and policy development to support the deployment of clean energy generation, distributed energy resources, transmission, and storage in service of New York State’s policy goals. + Evaluate electricity system impacts of decarbonization of end use sectors, including impacts on generation, transmission, and distribution. + Manage modeling exercises and teams and apply these and other tools to carry out analysis to support policy development across NYSERDA and other State agencies, including modeling, forecasting, and quantitative analyses to assess impacts of existing and potential policies on technology adoption, energy supply, emissions, the state economy, distributional and equity outcomes, and associated benefit-cost implications. + Manage external contractor teams engaged in analysis on behalf of NYSERDA as well as participate in and lead teams from NYSERDA and other State agencies to advance projects. Analyses can include capacity expansion and production cost modeling and resource economics assessments. + Support NYSERDA engagements with the Department of Public Service, NYISO, other entities engaged in electricity sector policy and planning, and associated stakeholders including utilities, independent power producers, environmental and environmental justice advocates, and others. + Help conceptualize and perform data analyses summarizing trends and modeling impacts for both internal and external stakeholders. Translate modeling results into clear visual representations. Manage the publication of reports and findings related to analysis products. + Support essential NYSERDA deliverables, including the State Energy Plan, potential studies, and other major projects intended to deliver on the state’s energy and climate goals. + Apply knowledge of energy systems infrastructures, reliability requirements, and market dynamics to inform policy or project formation, and to represent NYSERDA at various forums to provide expert knowledge of New York State system requirements or desired policy outcomes. + Serve as an electricity sector expert resource to NYSERDA workforce, energy efficiency and buildings program staff and provide information and insight to help inform the development of clean energy programs. + Support tracking of metrics and reporting on accomplishments. + Periodically serve as mentor to student interns or program support staff. + Perform other responsibilities as assigned. + Ability to demonstrate respect, equity and inclusive behavior and practices of a diverse workforce and community. Minimum Qualifications + Bachelor’s degree in economics, finance, science, engineering, public policy, public or business administration, or a related field of analytical study with 5 years of relevant experience. + Familiarity with, ability to develop scenarios for, and interpret outputs from common electricity sector modeling tools like capacity expansion, production cost, and/or power flow models. + Familiarity with organized electricity markets, with a strong preference for background and knowledge of the NYISO specifically + Understanding of the tradeoffs of different generation resources + Excellent project management skills + Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and in writing + Advanced computer skills to complete analytical functions + Relentless work ethic and resolute integrity Individuals should be able to demonstrate having some or all of the following skills enhanced by a willingness to learn about new issues and analytical tools: + Understanding of greenhouse gas (GHG) emission mitigation strategies in the electricity sector and ability to consider cross-sector implications of various decarbonization choices + Experience across multiple sectors desired + Understanding of economic theory and present value methodologies + Understanding of energy markets, including electricity and fossil fuel markets, and economic issues related to energy and environmental policy + Technical expertise in quantitative analysis of energy issues, efficiency programs and environmental policies; knowledge of energy efficiency and renewable energy program strategies is preferred + Experience working in a team environment both as a team leader and active team member + Experience managing complex analytical projects which engage in-house experts and staff, external consultant teams and external industry experts and stakeholders. Preferred Qualifications + Master’s degree in economics, finance, science, engineering, public policy, public or business administration, or a related field of analytical study with 4 years of relevant experience.
