The Project Manager is responsible for the planning, coordination, implementation, execution, control and completion of the recruitment, hiring and onboarding needs for OHSU’s Hospital Expansion Plan (OHEP) project. There are multiple phases of this large, complex project. The Project Manager will ensure alignment with overall OHSU recruitment strategy, initiatives and best practices. The Project Manager will partner with Human Resources leadership, Operations leaders and other stakeholders across the Healthcare Mission to ensure OHSU recruits and hires candidates for key clinical and support services areas. This large scale, complex project will initially involve the recruitment and hiring of approximately 800 FTE of various positions; it will also be inclusive of onboarding new hires. The Project Manager will be responsible for the development and management of the project and will also include project documents, plans, reports and related communications, along with coordinating and facilitating meetings, documenting meeting minutes and action items and tracking completion of action items. The Project Manager will develop and subsequently execute the comprehensive Recruitment and Hiring Project Plans for OHEP and will engage with HR leadership to develop the project budget. They will identify and propose to HR leadership opportunities for improved efficiency in the recruitment, hiring and onboarding processes for this large-scale project. The Project Manager will work collaboratively with all areas within HR to ensure timely recruitment, hiring and onboarding of the needed staff by the required timelines and ensure a positive candidate and customer experience. The Project Manager will be responsible for ensuring project deliverables are on time and on budget. They must effectively understand team dynamics and tailor the project and change management approaches to foster team cohesion and ensure shared-accountability.


This position will report to the Vice President of HR Operations and will have a matrixed reporting relationship to the Director, Talent Acquisition and Associate Vice President, Talent Acquisition. The anticipated duration of the Project Manager position is through the OHEP Inpatient Addition (OHEP IPA) which is slated to serve the first patient on April 1, 2026. The anticipated end date for the position is expected to be December 31, 2026.

Function/Duties of Position Collaborates with Human Resources leadership and Operations leaders from planning through project completion.In consultation with Project Team, facilitates identification of key stakeholders, communication needs and ensures appropriate stakeholder engagement throughout the project lifecycle.Using the OHSU OHEP project planning tools, fully develops the comprehensive Project Plan for recruitment, hiring and onboarding for OHEP. The Project Plan will also be inclusive of items such as supporting relationships with new vendors as indicated- e.g. marketing firm, event planning, planning recruiting and hiring timelines to allow for complex and hard to fill positions and requisite orientation, onboarding and training. Vets the final draft of the Project Plan with Project Team, HR Leadership and confirms final approval.Assists in developing a comprehensive and detailed budget for the project.Is accountable for the planning, coordination, implementation, execution, controls and completion of the Project Plan for recruitment and hiring needs for OHEP.Acts as a liaison with vendors, contractors, internal departments and any other stakeholders to ensure project objectives and timelines are met.Delivers and maintains project document plans, reports and related communications and correspondence.Maintains documentation as indicated on the OHEP Planning online site, and as required by the broader OHEP project team.Coordinates, schedules and facilitates project meetings; documents meeting minutes, action items and tracks completion of action items.Ensures a strong line of communication with HR leadership, operations leadership and project team members on project deliverables, timelines, updates, outcomes, risks and budget.Designs and recommends to HR leadership a method for regular stakeholder updates, taking into consideration standard work tools for OHEP Planning. Prepares presentations as indicated.Promotes and facilitates teamwork and maintains high level of satisfaction within project team members throughout project lifecycle (planning, execution, monitoring/control, and closing).Utilizes change management and facilitation strategies to ensure team buy-in, championship, and shared-accountabilities.Communicates project information to project stakeholders, management, and executive leadership.Collaborates with all areas of Human Resources to ensure timely recruitment, hiring and onboarding of new hires by the required targets and timelines.Identifies and recommends approaches to issues and identifies the most effective means of solving issues, engaging best practices and doing so in a timely manner, thus insuring project success.Serves as subject matter expert on project management and change management.Engages others to join in a culture of collaboration and accountability for project deliverables.Using the available data, completes an analysis of the total number of staff needed for OHEP.Using LEAN principles, identifies and proposes opportunities for improved efficiencies for recruitment and hiring for this large-scale project.Other duties as assigned. Required Qualifications

Bachelor’s degree in Business Administration or related field, or equivalent combination of education, training and experience.

Minimum of 3 years of leading and managing multiple projects.

Experience leading and managing at least two (2) large scale, complex projects for a large organization over 15,000 employees (ie. implementation of an applicant tracking system) that required engagement of a large number of stakeholders and reported to a larger project management team.

Excellent interpersonal, written and verbal communication skills, including the ability to speak with ease in large groups at different levels within the organization.

Ability to influence others through professional, respectful communication and positive, collegial relationships.

Ability to work independently and cross functionally in teams to meet short-term and long term deadlines.

Knowledge and application of LEAN Process Improvement.

Strong proficiency in Smartsheet, Microsoft Office Suite, Visio. 

Strong knowledge of change management methodology.

Ability to manage multiple tasks concurrently, undertake work assignments with initiative, in an environment of competing priorities and consistently meet deadlines.

Demonstrates sense of urgency relating to timely completion of work.

Ability to think critically and prioritize appropriately, in spite of interruptions.

Project management experience that involved opening of a new facility.

Additional Details

The position is based in the Portland metro area. It will be hybrid, some work from home, but with on-site meetings and time on campus. Work hours are as required to complete assignment, core hours are 8:00 am to 5:00 pm PST, Monday through Friday.
