Project Manager

Position Summary

The Project Manager is an integral role within the Information Technology Project Management Office and will assist in driving standardized project management methodologies, governance, methods, and tools in managing key business initiatives. The Project Manager will provide project leadership and direction through the use of project management methodologies to ensure timely and successful completion of critical business initiatives. The position of Project Manager is responsible for all delivery stages within IT projects, from proposal and requirements definition to project planning and implementation along with project costand budget management.
The Project Manager will evaluate project feasibility, establish priorities, oversee project delivery, monitor progress, transparently communicate project status and evaluate resource utilization. This position requires excellent organizational, analytical, problem solving, presentation, and communication skills, as well as leadership, decision making, facilitation and negotiation skills. The Project Manager role acts as a consultant to the departmental groups within IT and provides advice and training on best practices for managing projects. The ability to build relationships, work in a matrix environment while being adaptable/flexible and maintaining big picture thinking is a must.
 

Duties

Project Leadership, Management and Delivery - 90% 
•    Manages projects through the various lifecycle stages from business need through design and delivery
•    Supports project-chartering process and setup
•    Plans, schedules and tracks projects, with related cost estimation and scope control responsibilities
•    Manages project priorities, scope, budgets, timelines and expectations
•    Coordinates intradepartmental projects and resources 
•    Manages multiple, parallel projects using formal IT project management methodologies
•    Maintains IT project controls that accurately reflect completed work against project plans, schedules and budgets, and ensure user/management involvement at appropriate milestones
•    Responsible for recommending staffing plans and skill sets on a per project basis
•    Reviews and assess vendor solutions and proposals 
•    Continually identifies, prioritizes and mitigates project risks
•    Manages the team, driving motivation, collaboration and performance
•    Implements "rightsized" project management processes (especially supporting quality assurance) 
•    Leads design and review sessions with project teams, business partners and Information Technology staff 
•    Tracks short-term project metrics (for example, schedule variances and customer satisfaction)
•    Monitors and manages project expenditures 
•    Provides management with regular communication on the progress of projects and other initiatives 
•    Provides oversight and control of any external resources contracted to the project
•    Reviews the project's medium-term benefits (for example, to support business-case process improvement)
•    Monitors workload of staff to ensure team members are consistently managed and challenge

Staff Development and Performance Management - 10%

Plays a significant role in the performance management process by providing staff with timely feedback on their involvement and delivery of project related activities Promotes effective teamwork and manages the resolution of interpersonal issues Defines project staffing plans and oversees recruiting process to achieve goals Proactively mentors staff to, in-turn, promote consistent career management, performance measurement and skill development of junior staff

Required Experience Bachelor's degree 5-7 years experience as a Project Manager Certification as a Project Manager Professional (PMP) Strong leadership, teaching and mentoring skills Experience in facilitating change, including collaboration with management stakeholders Software development life cycle experience Along with business/system analysts, can identify project requirements to the necessary level for planning and scheduling purposes Can estimate the project's effort from functional requirements, working with technical domain experts Can prioritize trade-offs between on-time, on-scope or on-budget delivery Skilled at project scheduling, including via automated tools, and can analyze progress and trade-offs Can implement project change process, as appropriate for scope control and change processes Can debate effectively for or against project changes, as appropriate Sufficient communication and organization skills to implement a formal communications plan Capable of project risk assessment, monitoring and mitigation planning Team leadership skills sufficient to facilitate conflict and issue resolution Results-oriented Demonstrated success establishing, managing and maintaining effective working relationships at the management level, both internal and external to the organization Strong MS Office product skills, Excel, Word, Microsoft Project and Powerpoint is preferred ITIL experience a plus FDA Validation experience a plus
