PRIMARY FUNCTION
Oversee and manage the development, deployment, and continuous improvement of Federal Aviation Administration (FAA) Office of National Engagement & Regional Administration (ARA) programs, projects, and applications. The Program Manager has responsibility for more than one program including but not limited to:
Noise Complaint & Inquiry Response (ANCIR)
Community Engagement Activity Tracking System (CEATS)
FAA public facing webpage Chatbot
ESSENTIAL FUNCTIONS
Develop and maintain comprehensive Project Management Plans (PMPs) and ensure alignment with program objectives and schedules.
Lead the development and execution of Quality Control Plans (QCPs) and perform Quality Assurance (QA) functions.
Prepare and deliver Monthly Status Reports (MSRs) and Monthly Financial Reports (MFRs) to track project performance, resource utilization, and financials.
Facilitate and participate in Program Management Reviews (PMRs), including preparing and presenting progress updates, performance metrics, and action items.
Manage program resources, risks, and deliverables to ensure adherence to budget, timeline, and FAA requirements.
Coordinate stakeholder meetings to document requirements, align project objectives, and define action plans.
Oversee project schedules and key milestones for both program-level and task-level deliverables.
Collaborate with technical teams to ensure successful integration of IT tools, chatbot solutions, and automation features.
Ensure seamless transition-in activities, including preparing and executing transition plans for new and ongoing programs.
SUPERVISORY RESPONSIBILITIES
Provide leadership and direction to project teams, ensuring clarity of roles, responsibilities, and deliverables.
Monitor the performance of subcontractors and internal teams, addressing gaps in performance as needed.
Coordinate staffing and resource planning to meet program requirements and timelines.
Mentor and guide team members on program best practices and compliance standards
KNOWLEDGE, SKILLS, & ABILITIES:
Strong understanding of project management standards and federal government contracting requirements.
Demonstrated ability to manage cross-functional teams and lead multi-stakeholder initiatives.
Excellent written and verbal communication skills to deliver presentations, reports.
Proven experience in managing risks, resource allocation, and project change controls.
Proficiency with PMPs, QCPs, and financial reporting tools.
Expertise in program management tools such as MS Project, Smartsheet, or Jira.
Knowledge of cloud-based IT solutions, including AWS environments, AI-driven applications, and NLP technologies.
Experience managing federal contracts, preferably with FAA or similar agencies preferred.
Experience managing projects involving Artificial Intelligence (AI), Natural Language Processing (NLP), and cloud-based solutions preferred
Experience with large Agile-based development projects preferred.
Experience with FAA environments or government IT systems is highly desirable.
QUALIFICATIONS:
Bachelor's degree or higher, preferably Project Management, Information Technology, Engineering, or a related field
Minimum of 15 years of relevant experience managing programs and projects, preferably in the areas software development, system analysis, or IT solution architecture.
Project Management Professional (PMP), Portfolio Management Professional (PfMP), Program Management Professional (PgMP) or equivalent project or program management certification is required.
