Job Description:

To provide an overall leadership, supervision and quality assurance for OCHA/EHF project implementation, Integrated lifesaving support to contested in Alamata corridor in Ethiopia. The manager is further expected to initiate, lead, control and report all the project activities in harmony with the project proposal, DIP to ensure the benefit of the project targets. The core purpose is to ensure the implementation of project activities in accordance with sector design, planned activities and budget ensuring the project’s alignment with WV policies, country and donor contexts, OCHA/EHF requirement & regulations. Moreover, s/he is responsible for overall humanitarian coordination, representation and external engagement in respective areas.

Oversee, ensure and manage the execution of the entire project in accordance with OCHA/EHF, WFP project proposal document, WVE policies, donor guidelines and government regulationsEnsure the proper physical & financial implementation of the project as planned during the desired timeframe, while ensuring efficient and effective utilization of project resources. Proactively analyze the project physical activities implementation Vs budget execution and suggest dowable actions and provide accurate input for the next level management decision.Oversee and monitor the project implementation of in operational areas, including communicating thematic leading NGOs; proactively request partners’ feedback on the progress of the project, challenges and concerns encountered and take appropriate actions, ensuring a capacity building and coaching approach.Oversee and closely assess the performance of the OCHA/EHF project field staff and work closely with all concerned team both NO and HUB to identify the areas required support and enhance the staff capacity accordingly.Ensure concurrence and active participation of the project staff and management in the project targeted regions in different sector specific and partners coordination meetings at Woreda, Zonal and regional level with government, non-governmental actors and stakeholdersWork with NO concerned MEAL and Finance sections and ensure the compilation and submission of consolidated financial and narrative reports to the donor as per the preschedule time frame and qualityEnsure active donor and support office engagement, organize and provide all required regular and courtesy updates and facilitate donor monitoring visits.Oversee and ensure the development and execution of a result oriented coherent supporting monitoring and adaptive system to enhance accountability and impact demonstration across the operational regions.Support the project field team in order to submit all required operation plans and expected progress reports including matrix communications to the respective government and concerned NGO offices on timeProvide internal situation updates and progress reports, collect and communicate incidence reports to all concerned donor and support office to inform the operational areas status in timely manner.Ensure all the compliance issues such as CRFM, AAP, Safeguarding including visibility issues managed and undertake properlyIn consultation with all concerned MEAL, Accountability and Communication team ... etc at NO, ensure the project performances properly recorded, documented and best lessons and practices shared to all concerned.

Required Professional Experience

Experience:6-8 yrs/3 yrs in Management levelProgram management skill, Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & ActionA person should have an experience of complex humanitarian responseExperience in OCHA/EHF, WFP, ECHO Projects is an advantageNGO experience is preferred.

Required Education, training, license, registration, and certification

BA/BSc, MA Degree in Agriculture, agricultural economics, Economics, Development studies, WASH related or other related fields

Preferred Knowledge and Qualifications

Program management skill, Participatory M&E, Results-Based management, community participation, Participatory Rural Appraisal, Participatory Learning & ActionExperience with complex M&E systems is preferred (Excellent experience in budget preparation and report writing)Fluent in oral and written English.
