Key Responsibilities:

Purpose of Position

As programme manager of Regreening Africa, this role will coordinate and manage, ambitious, results-oriented, multi-institutional programme, that is in its second phase, in Ghana. This is a programme that achieved significant successes in its first phase, including being recognized as a UN Decade Flagship for Ecosystem Restoration and building strong partnership across research and development. The programme has been designed to learn quickly and effectively, to have impact and to create a space for constant learning and reflection across partners and stakeholders. The Programme Manager will be someone who is collaborative, innovative, intelligent, energetic, ambitious and comfortable managing and facilitating complex and adaptive projects. The Project Manager   will be responsible for coordination communication with the government, in collaboration with CIFOR as spelt out in sub-contracts arranged by CIFOR.

MAJOR RESPONSIBILITIES

Oversee the overall management and operations of the Regreening Africa Programme in Ghana

Providing technical input to the programme in alignment with their area of expertise.Ensuring synergy and effective operational coordination and collaboration among all implementing in Ghana.Overseeing the management of the programme’s budget (in close collaboration with CIFOR-ICRAF and WVG finance staff).Coordinating and planning for the effective involvement of relevant CIFOR-ICRAF scientific and W technical staff to ensure meaningful contributions are made to enhance programme effectiveness.Leading the preparation of programmatic reports and annual plans and budgets for the donor and providing regular briefs and updates on programme progress to the Programme’s steering committee, CIFOR-ICRAF and WVG Senior Leadership Team, and other relevant bodies.Facilitating semiannual planning and budgeting processes for the overall programme.Preparing for engagement of audit reviews and quality assurance procedures. Timely delivery of all project outputs and activities, maintaining and ensuring high standards of quality.Mentoring and supervision of programme team members required for the effective delivery of the programme or assigned to the project (communications, admin and others).

Project Coordination 

Liaising, negotiating, and developing the capacity of country level partners in the selected countries and their relevant regional leadership functions.Coordinating and facilitating effective intra-country team functioning, including ensuring that the strengths of all the participating partners are fully exploited.Monitoring programme progress and quality and providing support to country teams to devise and undertake relevant corrective measures as needed.Supporting country team to prepare annual detailed implementation plans and budgets.Ensuring partners are fully briefed on their responsibilities, deliverables, work plans, budgets, partnerships and programme status.Coordinating the execution of work plans and assist in the translation of the philosophy and objectives of the programme into appropriate methods and approaches, in order to ensure quality and effective programme delivery.Coordinating the work of WVG technical including ensuring they are fully briefed on their responsibilities, deliverables, and work plans, as well as available budgetary resources.Participating in Programme Steering Committee meetings.Supporting partners to strengthen or build institutions and relationships to better target interventions and to enhance policy influence.Provide leadership for development of appropriate documentation (policy briefs, position papers, communication messages, position statement) to engage in policy processes.Engage in persistent, goal-oriented advocacy and policy processes.Manage relations with the donor organisation through their dedicated programme manager.

Partnering, Networking, External Engagements and Communication

Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation.Build and maintain cordial relationships with the District Assemblies, decentralised agencies of governments, private sector and other relevant stakeholders to ensure smooth implementation of the Regreening project.Increase the visibility of the project through engagement with relevant stakeholdersConduct frequent monitoring to generate information on project implementation.Establish effective partnerships/relationship with zonal or district level stakeholders, networks, coalitionsParticipate in networking meetings and guide members to obtain mutually beneficial and optimal ways to enhance livelihood activities.Explore potential linkages and build alliances when appropriate to ensure optimal program quality.Attend national and international organization events. Represent Regreening project in foras, meetings, workshops, conferences and contribute to technical interactions and discussions.Regularly meet with like-minded international and national agencies in-country.Ensure communities participation of youth and community leaders in social cohesion and peace building.

People management

Build capacity of team members and motivate them to work effectively and efficiently. Provide coaching and mentoring to Technical Staff on Project including reviews of annual Performance Agreements and annual Appraisals in collaboration with respective matrix supervisors; supporting staff’s learning and professional development.Promote a culture of respect and team work amongst project team, partners and stakeholders.Foster an environment of High morale, high performing and motivation among the Regreening team.

Grants Resource Acquisition

Identify problems and opportunities within project locations and formulate them into concepts and proposal for donor.Participate in the development of concept notes/proposals for resource acquisition especially livelihood interventions.Deliver quality programming to ensure strong technical branding/niche created from Regreening interventions. Build and strengthen relationship with private sector players or donors to explore funding opportunity.Generate evidence from our work in the field to attract donor funding.Work in collaboration with the NO team and WV Australia support office to position for and pursue opportunities in the both development and humanitarian sectors

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

Minimum of Bachelor’s Degree in project management, environmental science, restoration, agroforestry, development or agriculture or a similar field (Master’s preferred)A good and demonstrable understanding of the technical sides to the programme with strong technical expertise in a relevant field desired.At least 5 years of progressive experience engaging in or managing international development projects.At least 3 years’ experience managing multi-country development projects/programmes.At least 3 years’ experience in people management, strategic planning, risk management, and project management techniques and tools.A good track record of exemplary management of complex, multi-stakeholder projects and programmes including capacity to negotiate and facilitate activities across multiple organizations.Experience with participatory approaches, especially related to farmer innovation would be an advantage.Experience in working in both a development and research organization would be an advantage.Experience of working in similar fields in Ghana is desirable.

Work Environment:

Work environment:  Field Office at Tamale with frequent travel to the field.Travel:  60% Domestic/international travel is required.On call: as required.
