Job Description The Department of Sanitation (DSNY) keeps New York City clean, safe, and healthy by collecting, recycling, and disposing of waste, cleaning streets, attacking the scourge of illegal dumping, and clearing snow and ice. The Department operates 59 district garages and manages a fleet of more than 2,000 rear-loading collection trucks, 450 mechanical brooms, 705 salt spreaders, and several dozen bike lane operations machines. Under the Adams Administration, the Department is aggressively cleaning more parts of the City than ever before, including over 1,000 long-ignored areas spread across every neighborhood. With the highest wintertime uniformed headcount in 20 years, DSNY is more equipped than ever to remove snow and ice from the approximately 19,000 lane-miles of City streets. DSNY’s Bureau of Facilities, Planning and Engineering (FP&E) has a vacancy for an Assistant Civil Engineer in its Construction Unit, which is responsible for projects involving major rehabilitation of existing garages, salt storage buildings, and other facilities under DSNY’s jurisdiction. The new hire will serve under supervision of the unit’s director and will oversee the construction/rehabilitation of DSNY garages, manage emergency construction at various facilities, review construction bid specifications prepared by the Bureau or by outside consultants for code compliance and constructability, and ensure that the scopes of work for general, plumbing, mechanical, and electrical contractors are coordinated. Responsibilities of the position will include: - Supervision of contractors’ activities to ensure that the work progresses as per contract documents, within budget, and within the timeline established in the contract, - Management and supervision of construction management consultants, and construction contractors in the daily implementation of project construction, - Management of field operations, schedules, and controls, change orders, payments, and resolution of field issues, - Preparation of payment requisitions for submittal for review by Engineering Audit Office (EAO) and the Office Fiscal Affairs, and - Interfacing with officials of DSNY and other city, state, and federal agencies. Responsibilities may also include one or more of the following: - Supervise a small unit or group engaged in the performance of work in design, construction supervision, inspection and materials testing, or drafting and tracing. - Engage in research, investigation, or studies related to the engineering functions or activities of a department or agency. - Develop drawings, write specifications and prepare estimates of quantities, check shop drawings. - Participate in field surveys as chief of survey party or in other capacities. - Participate in inspection operations by observing, checking and certifying the installation of materials and equipment, attest to equipment performance and tests of materials. - Review or examine plans for the construction, demolition or alteration of structures to comply with the provisions of law, rule or regulation. Qualifications 1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or 2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
