ManTech is seeking a Project Manager to provide Site, Structure, and Capabilities and overall team support to our Marine Corps Warfighting Laboratory (MCWL) program in Camp Pendleton, California.
This position will support the planning and construction of semi-permanent structures as well as the deliveries/placement of the deployable structures. This position will also assist receiving units and MCWL determine the best capabilities to host from these structures as Tactics, Techniques, and Procedures (TTPs) evolve. Additionally, this position will assist MCWL sustain these structures until they are turned over to the receiving units. Successful candidates will rely on three (3) primary skillsets: 1) project management; 2) staff work within MCWL and senior Marine Corps organizations; and 3) liaison between the MCWL Program Team and senior Marine Corps organizations.
**Responsibiliti** **es include but are not limited to:**
+ With support of MCWL S&T Program Manager, SMEs and industry partners, serve as the project lead to plan, design, and establish both semi-permanent and deployable ICD 705 structures for Marine Corps organizations in Camp Pendleton, California.
+ Project management for these efforts includes planning, coordination, and/or oversight across all aspects of the project including assistance with: o Requirements and conceptual designso Design reviewso Pre-facility construction site surveys and site planso Pre-facility construction site preparation (often involving upgrades to the site along with upgrades to power, communications, and defense-in-depth measures)o Concept Approvals, Construction Security Plan, Transportation Security Plan, and other security documentationo Environmental Documentationo Internal project Work Break Down Structures (WBS)o Master Schedules and Schedule Synchronizationo Project Briefs and In Progress Reviewso Materials/Component Delivery and Stagingo Structure Delivery/Construction & Installationo Accreditationo IT Planning & Installs (requirements, design, installs)o Authorities to Operate/Connecto Life-Cycle Support & Sustainment Development
+ Integrate project planning with supporting MCWL staff, MCWL Program Team, prime support contractors, and specialty subcontractors.
+ Coordinate site preparation through selected contract paths – e.g., civil, power, communications, physical security.
+ Coordinate and facilitate structure design integration with various partners – e.g., Marine Corps Bases/Installations; Naval Information Warfare Center (NIWC) Atlantic (Lant) for Marine Corps Electronic Security System (MCESS) Intrusion Detection System (IDS); Naval Air Warfare Center Aircraft Division Webster Outlying Field (NAWC WOLF) for IT Infrastructure design and installation.
+ Interface with applicable Marine Corps Installation, Marine Corps units, local stakeholders, contractors, integrators, and government personnel relevant to specific site.
+ Responsible for leading and conducting all meetings in relation to the site and its progress.
+ Responsible for ensuring the synchronization and integration of all interdependencies into a single Plan of Action and Milestone (POA&M) (Master Schedule) overview to inform all performers and the larger community of interest.
+ Inform Program leadership of shortfalls to resources and/or timelines, as well as associated risk.
+ Assume role of senior site manager for these structures once they reach IOC.
+ Assist receiving units and MCWL determine the best capabilities to host from these structures as Tactics, Techniques, and Procedures (TTPs) evolve.
+ Assist the MCWL Program Office sustain these structures until they are turned over to the receiving units; be prepared to support post turn over.
**Minimum Qualifications:**
+ Bachelors Degree and at least 7 years’ experience or a total of 15 years’ experience without a degree
+ Institute – Project Management Professional (PMP) certification (current) preferred.
+ Experience supporting DoD programs/projects, preferably direct experience supporting ICD 705 structure requirements, construction and/or life-cycle management.
+ Special Security Officer/Manager experience and related courses/training.
+ Working knowledge and experience working/coordinating with senior commands in Camp Pendleton, California, including I MEF, 1st Marine Division, I MIG, 11th/13th/15th MEUs, MCB Camp Pendleton, MCI-West.
+ Experience with MS Word, MS Project, MS Excel, MS Visio.
+ Ability to travel up to 25%
**Preferred Q** **ualifications:**
+ Marine Corps security/intelligence professional preferred.
**Clearance Requirements:**
+ This role requires an active DoD TS/SCI (SCI eligible) clearance.
**Physical Requirements:**
+ The person in this position frequently communicates with co-workers, management, and customers, which involves delivering presentations. Must be able to exchange accurate information in these situations.
+ The person in this position needs to occasionally move about inside the office.
+ The person in this position will need to be able to operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
