Job Description:

World Vision seeks a Project Manager (PM) to lead a climate resilience project implemented in two counties in Northern Bahr el Ghazal State in South Sudan,  This project will build long-term climate resilience among agro-pastoral communities using participatory watershed-based approaches that restore ecosystems. It will re-establish and strengthen market linkages and agricultural value chains and equip extension agencies to support communities in adopting gender-responsive, climate-smart agricultural practices and diversifying livelihoods using hands-on, farmer-field-based approaches. Climate change will be mainstreamed into management plans and programmes in agriculture and NRM and proactive collaboration and knowledge sharing will build synergies with other relevant initiatives.

The Project Manager will provide oversight of implementation, quality and technical strategies for all project objectives and outputs. S/he ensures accurate implementation according to set minimum standards and in alignment with the approved proposal/ contracting measures and donor regulation, ensuring all activities are implemented in time and according to budgets and detailed implementation plan (DIP). S/he will closely collaborate with the project’s sectoral managers and finance staff along the project cycle ensuring everyone receives necessary management support and direction to deliver tasks as planned. The staff will be based in Malual Akon in Northern Bahr el Ghazal State

Key Job Responsibilities:(a) Assure implementation according to work plans and budgets for all objectives and activities implemented through the project, advising on and executing adjustments and revisions when necessary.Outcomes and outputs are metWVSouth Sudan and partner activities are implemented according to timeline, according to budget, and with a high-qualityLine management of three project staff with performance management and capacity-building when needed; Overall management of a team of five staffThe project contributes to enhanced resilience and recovery in the target area

(b) Provide technical guidance to climate-smart interventions, advising on adjustments when necessaryOversight of quality standards for landscape restoration processes, NRM, and climate-smart activitiesAchievement of outcome-level indicatorsTimely and quality donor reporting

(c) External representation with local authorities, government ministries, community leaders, and when necessary the donorCoordination with relevant line ministries at the state and, when relevant, the national level for project activitiesCommunity acceptance and participation in the project implementation and monitoringParticipation of key stakeholders in project consultations and activities.

(d) Facilitate coordination with other recovery and development-focused projects in the target countiesParticipation in joint coordination mechanismsSynergies among projects with complementing goals and objectivesPerform other duties as required or assigned by the line manager

Required Knowledge & Qualifications for the RoleMinimum of a Bachelor’s Degree in a humanitarian or development-related field. Master’s Degree in a relevant field is preferredTechnical expertise in water-shed or ecosystem approaches, climate-smart water infrastructure and/or agriculture, or another field relevant to the project themesAt least 3-5 years of proven ability in the management of large integrated projects in fragile contextsAbility to master and implement donor regulations; experience with GEF/UNDP is a plus, experience with other bilateral donors such as USAID, GAC, FCDO, and others will also be considered favorablyExperience working/living in hardship conditions. Familiarity and past experience in South Sudan context is a plusExperience leading diverse teams is a plusAbility to integrate teams of professionals around common goalsStrong verbal communication skills, strong presentation and report writing skills
