Project Manager
110000-135000 per year | College Park, MD, USA | Salary | Full Time Global Science & Technology, (GST) is seeking an experienced individual to join our team in support of the National Oceanic & Atmospheric Administration (NOAA). The Project Manager will focus on technology maturation and exploitation of emerging technologies. This position currently allows for a hybrid work schedule which requires several days per week of on-site work at the NOAA facility in College Park MD as well as a few days of telework per week, based on the needs of the client and subject to change. The position is located in College Park, MD. ***Please note this position is contingent upon contract award.** Position Summary: This position will support a NOAA research office that focuses on developing the satellite algorithms needed to transform satellite observations into environmental measurements. The candidate will support efforts for sustained engagement with emerging technologies, numerical techniques, new observing systems, and next-generation systems. The PM will oversee effort efforts to assess the impact of future, emerging, and contemporary satellite-derived observations on environmental data products and numerical models. Primary Duties: + Meet regularly with Government program managers and advise them on deliverables, costs, and issues on the project. + Consult with and advise Government management and serve as advisors providing the analytical guidance required for the completion of Government projects. + Facilitate overall strategy development at the project and program levels. + Develop and maintain project schedules + Provide leadership support and coordination & integration of scientific and technical activities of the Sensor Assessment Team (SAT) to support program requirements and mission goals + Support collaboration between SAT, partners, and their stakeholders + Assist with organizing meetings, workshops, conferences, and related agendas, preparing briefing materials, and assisting with pre-event briefings and post-meeting minutes, surveys, etc. + Assist with the management of all communications on behalf of the SAT with NOAA and non-NOAA interagency partners. + Attend and provide support to management participating in working groups and committees. + Assist with travel and coordination of invited travelers. + Coordinate communications with stakeholders, users, SMEs, Division managers, and related staff regarding relevant activities. + Assist in the dissemination of materials for technical reviews, meetings, reports + Maintenance of reviews, documents, feedback, and help with proposals reviews, ranking, etc, and help maintain documentation, tables, sheets, etc, + Coordination with partners (including Cooperative Institutes, SAT members CRADAs partners, academia, private sector, etc). Required Education/Experience/Skills: + Education: Bachelor's Degree. S. in Atmospheric Science, Meteorology, Oceanography, Physical Sciences, Engineering, Physics, Computer Science, or Mathematics is preferred. + Minimum of 5 years of professional experience. + 2 years of progressively responsible project management experience in a position in R&D, Earth observation satellite operations, and environmental prediction. + Minimum of two (2) years of experience supporting the management of interagency teams and/or cooperative research + Demonstrated organizational skills and attention to detail + Demonstrated ability in effective oral and written communication planning, leadership, and operational skills. + Knowledge of commonly used concepts, practices, and procedures with the client. + An ability to understand the scientific process and organizational processes. + Teamwork, strong interpersonal skills, good communication skills, strong analytical skills + Able to collaborate effectively with other team members to meet deadlines. + Strong desire to learn and work in a science environment Desired Experience/Skills: + Familiarity with satellite remote sensing data sets + Familiarity with numerical weather prediction + Familiarity with radiative transfer concepts + Familiarity with satellite data assimilation techniques + Familiarity with Observing System Simulation Experiments (OSSE), Observing System Experiments (OSE), and studies of data assimilation activities Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements. Salary at GST is determined by various factors, including but not limited to location, the individual's combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $110,000 to $135,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of the GST total compensation package for employees.
