Your Role:

Tetra Tech Inc. Disaster Recovery (TDR) is currently seeking a Project Manager for disaster recovery and mitigation programs in Buncombe County, North Carolina. The successful candidate will have related experience federal grant programs and direct experience leading teams in disaster recovery programs. They will be responsible for functions assigned to them by the Client and TDR senior management team. 

·       Develop and implement program policies and procedures.

·       Prepare, author, and review client deliverables for accuracy and compliance.

·       Lead members of the project team to ensure quality reports and client interaction

·       Monitor project scope, timeline, and budget and provide reports to senior management and client on performance.

·       Maintain operational and financial data for disaster recovery programs, including daily review and quality control of incoming data.

·       Produce and present weekly reports for client and senior management review.

·       Coordinate with state and local government agencies for information required to produce project deliverables.

·       Review applicable required materials and provide technical assistance.

·       Review project deliverables for compliance with the program guidelines and policies.

·       Coordinate with staff to conduct eligibility reviews and quality control reviews of program applications.

·       Coordinate with staff and local and state agencies to conduct site inspections for program compliance.

·       Participate in project leadership teams for the development and implementation of watershed adaptation strategies.

·       Manage relationships with stakeholders, including community members, public agencies and private businesses.

·       Attend technical meetings with designers, engineers, scientists, and local government, and translate information into accessible language and visuals for project staff.

·       Oversee the implementation of grants, including contract and budget management, reporting, and tracking outcomes.

·       Ensure that community-driven preferences and needs are reflected in the planning process and outcome.

·       Exercise normal supervisory responsibility with respect to subordinates, including those associated with performance appraisals, selection, and delegation of authority, work assignment and definition of areas of responsibility

·       Responsible for the training and development of employees under their direction in order to increase their proficiency in satisfying current job requirements and enhance their potential for advancement to more responsible positions

·       Provide leadership and direction setting for project staff to work as a cohesive team

·       Ensure a positive and non-hostile work environment exist at all project sites

·       Maintain knowledge of federal grant programs in order to interact with clients (grantees and sub-grantees), federal agency representatives, peers, managers and project staff 

·       Travel is possible when necessary for business purposes. 

·       Conduct activities in line with internal procedures, legislation, and industry standards.

·       Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.

·       Work in a safe manner at all times and report all health and safety incidents and concerns.

·       Additional duties as required.

Qualifications:

·       Bachelor's degree in Public Administration, Political Science, Urban Planning, Environmental or a related field

·       Minimum of 5 years of experience working on federal grant programs, generating compliance reports, leading teams, and ensuring program compliance

·       Excellent writing skills and attention to detail 

·       Proficiency in use of computers and software appropriate to this position, including Microsoft Excel and Teams.

·       Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems)

·       Individuals in this position are expected to maintain a professional demeanor, have strong analytical skills, excellent verbal/written communication and interpersonal skills, the ability to effectively interact with individuals from various cultures and backgrounds. Individuals in this position must also have the ability to work independently, as well as lead teams of consultants.
