Project Manager
Summary About the Position: Serves as the Project Manager, working for Planning, Programs, and Project Management Division, Reserve Support Branch, and will be physically located at Fort Liberty, NC in support of the Army Reserve design and construction program. Responsibilities Analyze requirements, develop assessment master plan, coordinate with appropriate personnel and provide overall program management for Army Reserve facility requirements. Evaluate military construction cost data and supporting documentation to include inflation rates, area cost factors, and size adjustment factors for facility costs. Manage project contingencies and assures that funds are available for project completion. Negotiate to find mutually acceptable solutions and build consensus. Gather and distribute information on the project to ensure involved persons remain well informed. Prepare and disseminate technical data and/or information to a wide variety of users with diverse needs. Responsible for working with project partners and regulators to achieve project milestones and objectives. Specialized Experience: One year of specialized experience which includes managing the efficient and effective coordination and accomplishment of the planning, scheduling, tracking, budgeting, reporting and communicating status of assigned military projects and programs that are geographically dispersed; reviewing and analyzing cost reports to assure charges are authorized and appropriate; approving project cost and schedule changes; extend influence to external/internal partners in management of teams, programs and projects; predictive and forecasting analysis of data using industry standardized tools; and developing strategies in resolving complex problems and issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above. You will be evaluated on the basis of your level of competency in the following areas: Conflict Management Leadership Problem Solving Project Management Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted. Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not-to-exceed (NTE) 13 months by a current, permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however, return rights may be impacted. If applicable, return rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
