Project Manager
Overview A leader in cutting-edge research and technology in the cyber arena, CPMG focuses on using business drivers to guide cybersecurity activities and manage risk. CPMG offers flexible, integrative solutions for Department of Defense (DoD) contractors, among others, and specializes in cybersecurity, information and operational technology, electronic security surveillance, and support services. Summary: We are seeking an experienced and dynamic Project Manager to support the Surface Transportation Board (STB) and the Uniform Railroad Costing System (URCS). The STB is a federal, bipartisan adjudicatory board responsible for economic regulation of various modes of surface transportation, primarily freight rail. The URCS is a crucial system used by the STB to estimate the variable costs of railroad movements. This role will involve overseeing projects related to the URCS and ensuring they are completed on time, within scope, and within budget. Responsibilities Essential Job Functions: Develop comprehensive project plans, including scope, objectives, timelines, and resource allocation. Review past contractor report and STB response to actions taken since last report and provide any updated recommendations related to coding and data structure. Create a project plan with a focus on the following requirements and deliverables: New coding from scratch using a single language, to be determined in collaboration between STB and contractor. Cloud environment deployment of code. Efficient database management, data storage, and preparation for integrations with downstream analytics use cases. Automated testing of code (unit tests, integration tests, etc.) Begin development using Agile methods featuring 2-week sprints and leveraging Jira, Kanban, or another agreed-upon application to track progress and backlogs. Development should account for using a test environment and goal of delivering a complete replacement, not incremental deployment to the production system. Perform end-to-end testing. Develop a deployment plan. Follow the Board’s Change management process when implementing the replacement system. Perform other duties as needed. Qualifications Necessary Skills and Knowledge: Must have excellent verbal and written communication skills and must be proficient in the use of Microsoft Office products (Word, Outlook, Excel, and PowerPoint). Must have problem-solving skills, resourcefulness, organization skills, and initiative, communication. Strong leadership and team management abilities. Analytical and problem-solving skills. Attention to detail and organizational skills. Proficiency in project management software and tools. Ability to work independently and as part of a team. Minimum Qualifications: Bachelor's Degree in a relevant field and/or relevant certifications Minimum of 3-5 years of experience in project management. Pass a background investigation. Preferred Qualifications: Master's degree in Business Administration, Project Management, Transportation, or a related field. PMP or similar project management certification is desirable.
