Summary About the Position: Serve as Project Manager/Project Manager Forward responsible for the overall management, control, coordination, and execution of assigned projects, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Responsibilities At the full performance you will: Negotiate and integrate all District functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) sponsor/customer needs, regulatory requirements and other agencies. Coordinate the planning, design, cost engineering, construction, and environmental restoration, etc., for engineering projects of substantial scope, sensitivity and complexity. Review and analyze cost reports to assure charges are authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Provides status reports on projects assigned (progress, issues and trends) to the district corporate leadership (Project Review Board). Participates in District programming decisions affecting long and short-range courses of action for assigned projects. GS-11 Specialized Experience: One year of specialized experience which includes working on a project delivery team to oversee the planning and completion of construction and/or design projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration/Management (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes the coordination of construction planning, design, and cost engineering; and performing quality assurance of project schedules and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
