Specifically, the project manager will coordinate with multiple departments, divisions, adjacent municipalities, and agencies to manage various projects. This position will be supervised by the DPW Deputy Director Complete Streets. This position will also support the ongoing work of the Complete Streets team including providing design guidance on projects citywide, creating new policies and procedures, and managing a number of programs. The role will require close collaboration and communication with a variety of internal city departments and external stakeholders. The ideal candidate will have a passion for designing streets for all people, experience with community engagement, knowledge of project evaluation, familiarity with road construction, and a commitment to racial equity. The ideal candidate will be familiar with the City of Detroit’s Streets for People master transportation plan, Detroit Comprehensive Safety Action Plan, and the Detroit Street Design Guide. The candidate will also be familiar with Complete Streets principles and transportation planning and design best practices, including but not limited to, National Association of City Transportation Officials guidance, American Association of State Highway and Transportation Officials guidance, and Association of Pedestrian and Bicycle Professionals guidance. The ideal candidate will also possess strong organizational and project management skills and should demonstrate relevant, successful experience in these areas. Examples of Duties Serve as departmental representation for streetscape and other place-based projects: •Coordinate regularly with City Departments (e.g., Planning and Development Department, Detroit Department of Transportation, Office of Mobility and Innovation, Office of Development and Grants, Municipal Parking Department, Department of Neighborhoods, Historic District Commission) other DPW divisions (e.g., City Engineering Division, Traffic Engineering Division, Street Maintenance Division, and Solid Waste Division). •Perform project management functions, to include facilitation of community engagement, multi-departmental coordination, and visionary design development. •Work with program management consultants to ensure project designs are consistent with departmental goals and objectives for place-based projects. •Facilitate expeditious completion of projects by ensuring timely reviews and responses are provided by city agencies and utilities. •Lead coordination with utility companies and service providers (e.g., Detroit Water and Sewer Department, Great Lakes Water Authority, Public Lighting Authority, ATT, DTE, etc.) and external agencies (e.g., Michigan Department of Transportation, Southeast Council of Michigan Governments, Wayne County adjacent municipalities). •Serve as the department representative for strategy planning sessions, both internal to city agencies and external stakeholders. •Monitor consultant and overall project budgets compared to contracts. •Support with grant writing and develop grant reports. •Proactively lead community outreach and engagement activities, analyze public feedback, and ensure it is factored into project designs. •Utilize project management frameworks and dashboards to monitor, track ongoing progress of projects. •Evaluate the success of projects and develop recommendations to improve processes for future projects. • Manage consultant contracts and work orders in conjunction with the Deputy Director Complete Streets. •Develop scopes of work for traffic, parking, NEPA assessments, and feasibility studies; prepare and evaluate Requests for Proposals (or Qualifications) and solicitations as necessary. •Support all activities of work groups, design, teams, consultants and engineers as they work together to develop and implement placed-based projects. •Regularly organize and attend site visits, stakeholder meetings, and community meetings as necessary. Minimum Qualifications Bachelor’s degree from an accredited college or university, with major course work in urban planning, architecture, civil engineering, public policy, or a closely related field. Master's degree preferred. The ideal candidate will have a specialization in transportation planning and related design experience. Minimum of four to five years of professional project management experience involving urban (transportation) planning, architecture, civil engineering landscape architecture, or urban design is required. The candidates should have extensive experience reviewing engineering drawings and plans for infrastructure or facilities improvements. They should also be familiar with Complete Streets principles and best practices. The ideal candidate will be a self-motivated go-getter with excellent verbal and written communication skills, capable of taking projects from infancy to implementation tasks other than those stated in this specification.
