ICF is looking for a Project Manager/Business Management Specialist to support a mid-size Infrastructure Support Contract. What you’ll be doing:
Providing leadership and highly specialized support and technical guidance for an infrastructure modernization project.
Assessing and applying multiple organizational and management improvement techniques in a government environment.
Developing, reviewing, and analyzing project management documents, which include, but not limited to, Transition Plans, Project Charters, Project Management Plans, Risk Management Plans.
Ensuring transparent and effective communications between Business and Information Technology to support project planning, change management, and issue resolution.
Provide Agile program/project management processes that will be contributors to successes and/or challenges, including planning and scoping the IT project. Manage IT project collaboration and communication, implementing an effective task and milestone review process that shows actual progress against planned schedule and cost.
Interacting with all stakeholders to clearly understand objectives and goals, then devising measures and metrics to align with those objectives and goals.
Work hand and hand with our clients Project Management Office (PMO) and best practices and guidelines when managing and delivering projects.
Ensure proper reporting and that cost, and time parameters are in line with our project plan.
Work with the product owner to prioritize our user stories to assure we are focused on the right priorities.
Validate proposed solutions through user feedback and then develop and manage a product backlog of features, epics, and user stories, which will then be prioritized for development.
Formulating and defining strategies, business processes, system scope, and objectives for programs and projects through research and fact-finding activities.
Conducting market research, evaluating product solutions, applying scoring frameworks, and developing financial estimates for product recommendations.
Applying strategic thinking in recommending process improvement and reengineering methodologies.
Identifying best practices, documenting and assessing performance measurements, and recommending business and technology solutions to streamline processes.
Leading cross-functional teams to address business and system problems using solid systems architectural and systems engineering principles.
Providing assistance with procurement activities.
What you’ll need:
Bachelor’s degree in business administration, finance, computer science, or an equivalent combination of education and/or experience.
Demonstrated experience with managing agile projects, compiling metrics, assessing solution readiness, performing research and analysis, and providing program support.
Understanding of Enterprise Architecture concepts including, but not limited to, strategic information gathering, technological research and data-driven process improvements, target architecture, and sequencing plans.
Demonstrated ability to conduct and participate in formal and informal management activities throughout the project life cycle.
Excellent written and verbal communication and personal skills with ability to present to groups, including C-level executives.
Ability to understand people, processes, and technologies to address business need for process improvements.
Ability to identify problems; determine accuracy and relevance of information; use sound judgement to generate and evaluate alternatives and make recommendations.
Ability to thoroughly pay attention to details when performing and reviewing work.
Ability to work with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations.
Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information.
Proficiency using Microsoft applications (Word, Excel, PowerPoint, SharePoint, Teams, and Visio).
US Citizenship (required by federal government).
Preferred Skills/Experience
Project Management Professional (PMP) certification preferred.
Working understanding of Federal IT frameworks to support the project team to meet client requirements.
Demonstrated ability to work with senior leadership to set and manage realistic program goals and metrics.
Operational experience with program/project metrics tracking and reporting.
Exceptional verbal and writing communication skills, including editing and proofreading.
Demonstrated customer service orientation and outstanding level of professionalism in providing client support.
Experience using Tableau, GitHub, Azure DevOps, and ServiceNow (Project and Portfolio Management).
Solid knowledge and experience with applying Agile Methodologies concepts and practices.
Understanding of on-Prem and off-Prem (Azure Cloud) based environments.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$76,848.00 - $130,642.00Nationwide Remote Office (US99)
