Raba Kistner is seeking a detailed-oriented, dependable Project Manager Environmental Compliance Assurance to join our Environmental team in the Dallas, TX area. The Project Manager (PM) primary responsibilities encompass assisting Raba Kistner, Inc. by independently directing, managing, and growing a Regional Compliance Assurance Service Line through the management of projects and staff performing field/reporting activities, conducting prospective business development tasks, participating in marketing efforts/events in the promotion of all Raba Kistner services, driving client management and performing technical report writing activities. Other responsibilities include:

Manage execution of assigned Service Line projects to meet client and project financial performance expectations.Cross sell all service lines and ensure proper client relations are maintained throughout all service line deliveries.Review project(s) performance on a recurring basis and initiate corrective actions as needed.Manage project(s) billing and accounts receivable activities supported by the Finance and Administration department.Closely monitor project budgets and take early action to avoid budget exceedances.Closely monitor project schedules and communicate with Direct Report and client early to discuss any schedule conflicts and resolutions.Manage and/or prepare Service Line proposals and qualifications statements including direct involvement in scope of work, level of effort and cost build-up as required.Manage activities of project staff including: day-to-day task management, project budget and schedule compliance, and technical peer review of client deliverables.Grow client revenue organically in line with Division goals by identifying potential business opportunities during and outside of active project activities.Establish and/or maintain positive and close relationships with Service Line clients.Participate in monitoring the Service Line, including QA/QC protocols, to ensure it is in substantial compliance with generally accepted practices and Raba Kistner’s Quality Management System.Assist and support in Service Line workload and financial forecasting and planning as needed.Provide technical/project management training and mentoring to Service Line subordinates.Actively seek and identify potential business opportunities with new clients and evaluate for pursuit in coordination and with concurrence of Direct Report.Actively monitor regulatory changes related to practice areas, and communicate changes and implications to the team.Oversee and/or lead field crews during Service Line field activities and directly participate in the field as needed.Identify and evaluate potential subcontractors, as needed, and, if they are selected, oversee their work.Perform other duties as assigned or determined necessary by Supervisor.

Qualifications:

Bachelor’s Degree in Environmental Science, Biology, Wildlife Ecology, Geology, Natural Resources or a closely-related field required. Minimum 7 years of applicable experience or prior experience justifying less time. Possess valid state driver’s license and meet company’s auto insurability requirements. 

Good oral and written communications skills and ability to work in teams at different levels within the organization. Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook) and Google Earth. Must be self-motivated with a good attendance record and be able to manage the technical direction of staff, project resources, costs, schedule, performance, and quality. Demonstrated performance and understanding of required permits to include; TXR050000, TXR040000, TXR15000, TXG11000, individual TPDES and NPDES water quality permits, 40 CFR 112 and local regulations specific to service areas. Practical experience with cost proposal development, contract reviews, contract negotiation, and successful project management. Demonstrated ability to:

Manage multiple projects concurrently.Manage the technical direction of staff, project resources, costs, schedule, performance, and quality.Manage teams comprised of both internal staff and subcontractors/subconsultants.Assume new responsibilities and undertake non-traditional projects with successful outcomes.Proactively pursue advanced certifications, perform self-directed research for self-improvement.Work well with all staff levels within the organization and third parties.Work protracted or irregular hours and/or in excess of 40 hours per week on an as-needed basis due to client needs (i.e., other than 8:00 a.m. to 5:00 p.m. and/or other than Monday through Friday).

While performing the functions of this job, the employee is regularly required to sit, stand, walk, climb, balance, stoop, kneel, crouch, stop, and talk. Specific vision abilities required by this job include close vision, far vision, color vision, peripheral vision, focus vision and depth vision. The noise level in the work environment is usually moderate (business office with computers/printers, light traffic, etc.) or loud.

Potential exposure to movement of heavy equipment on construction or roadway sites; potential exposure to hazardous dangerous chemicals and solvents, noise, dust, fumes, grease and oils, radiant and electrical energy, and vibration; all of which would require employee to follow proper safety procedures and utilize appropriate protective equipment.

This position may require protracted or irregular hours. Flexibility to work irregular hours is necessary due to client needs. Able and willing to travel out of town and overnight to Raba Kistner offices, client offices, and project locations if necessary. Able to travel to project sites and maneuver over rough and uneven terrain and work in different weather conditions.
