Midstream Project Manager provides quality project management support for Phillips 66 Midstream. This includes the full range of project engineering and management support from initial project development through engineering design, procurement, construction and project close out. The role will also provide support for the development of process, systems and procedures aimed at consolidating to a single approach for the delivery of projects. End result will be a Midstream Projects organization that matches the business needs and delivers projects in a safe, timely and cost effective manner.
 
Responsibilities may include:

Coordination and management of multiple projects ranging up to $100MM. Ensure all project engineering activities are implemented in a manner consistent with Phillips 66 core values delivering superior safety, quality, schedule and cost performance. Development of detailed Project Execution Plans which include engineering and construction activities, cost estimating, schedule and risk evaluation. Responsible for the management of internal and external engineering and design/drafting services. Coordination of project safety resources and implementation of safety policies, programs and reporting requirements. Managing the process of specifying and purchasing equipment and material required for project completion. Development of bid specifications, contractor / vendor identification and screening. Conduct technical and commercial bid evaluations. Coordination of technical design reviews with key stakeholders and internal engineering resources to ensure alignment with business objectives. Coordination of ROW, environmental, and local project permitting activities. Conduct work site surveys to determine scope requirements and/or progress updates. Proactive identification and capture of lessons learned, synergies and knowledge share opportunities across the Midstream Business Unit and overall Phillips 66 organization. Active engagement and leadership in change management, risk evaluation and hazard reviews. Completion of project closeout documentation including as-build drawings and technical, construction, operations handover data. Provide accurate project spend forecasting from early development through project closeout. Provide timely and accurate reporting of project status to key stakeholders.

 
Required Qualifications:

Legally authorized to work in the job posting country. Bachelor's degree or higher in Engineering and/or Construction Management or related field. 3 or more years of experience working in the oil and gas industry. 3 or more years of experience managing projects.  2 or more years of experience working in Midstream pipelines and/or terminals. Knowledge of industry recommended practices, design methods and QA/QC requirements used to check procedures, incorporate changes and document control. 25-40% travel to work sites and engineering offices will be required to support project development, design and implementation.

 
Preferred Qualifications:

3 or more years of experience managing engineering and construction contractors. 5 or more years of experience managing projects. 5 or more years of experience working in Midstream pipelines and/or terminals. Experience managing liquids and gas projects.  Working knowledge of Phillips 66 management of change principles. Intermediate level of proficiency in SAP. Working knowledge of federal, state and local regulations, industry standards and DOT requirements.

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
